Reporting to the Manager, Labour Relations and Occupational Health and Safety, the Advisor is responsible for providing managers with expert advice and guidance on labour relations and occupational health and safety. The Advisor establishes and maintains partnerships with union representatives, joint committee members, occupational health and safety committee members, and communities of interest.
The incumbent performs the following duties:
- Advises managers on labour relations (LR) and occupational health and safety (OHS) matters by providing guidance aligned with legislation, policies, strategic plans, priorities, the Library's culture, and its mission to support operational success.
- Manages LR/OHS files (e.g., grievances, disciplinary measures, accommodations) by coordinating communications, drafting documentation, meeting deadlines, and representing the employer when appropriate, ensuring compliance with legislation and HR best practices.
- Advises HR team members on LR/OHS matters and interprets collective agreements and employment conditions to ensure consistent and compliant application across the organization.
- Contributes to collective bargaining by conducting research and analyses to support the development of bargaining strategies and employer proposals.
Education:
- A bachelor's degree from a recognized university in a field related to the duties of the position OR an acceptable combination of education, training, and experience related to the position.
Experience:
- Significant experience* providing advice, guidance, and recommendations to clients on labour relations and occupational health and safety matters, including policies, programs, initiatives, or case management.
- Significant experience* providing functional advice to all management levels, including senior management, on complex labour relations and occupational health and safety issues in a unionized environment, or experience advising on occupational health and safety regulations, including interpreting and applying the Canada Labour Code, the Canada Occupational Health and Safety Regulations, and other relevant federal, provincial, or municipal regulations.
*Significant experience is defined as the depth and breadth of experience acquired over a minimum of three (3) years.
Knowledge:
- Knowledge of practices in labour relations or occupational health and safety.
- Knowledge and application of federal, provincial, or municipal regulations related to labour relations or occupational health and safety.
- Knowledge of best practices across human resources disciplines and their interrelations.
Asset Criteria:
- Experience developing and delivering programs, procedures, training, and awareness sessions on occupational health and safety.
- Experience or certification in conducting workplace investigations and hazard and risk assessments.
- Experience managing claims for work-related injuries or illnesses, including preparing reports for Employment and Social Development Canada.
Conditions of Employment:
- Second-language evaluation (Bilingual staffing – imperative): CBC/CBC.
