Summary of responsibilities :
The Senior Advisor, Training and Performance Evaluation is responsible for the effectiveness and continuous improvement of CATSA training programs through training evaluations, the development and ongoing monitoring of training performance metrics, as well as all reporting from CATSA’s learning systems (CATSA User Portal (CUP), Learning Management System (LMS) and X-ray Tutor (XRT). The Senior Advisor, Training and Performance Evaluation performs all other duties and responsibilities related to the position as required.
What you need to succeed
To qualify for the position, you must have :
- Graduation from a recognized college or university with a specialization in Statistics, Economics, Business Administration, Mathematics, Education, or another specialty relevant to the duties of the position, or relevant working experience.
- A minimum of six (6) years of experience leading large training evaluation programs.
- Three (3) to five (5) years of experience developing multi-year evaluation plans, performing evaluations, ensuring evaluation objectives are adequately addressed.
- Three (3) to five (5) years of experience working on projects and ensuring milestones are met on a timely basis and ensuring project costs are within an approved budget.
- Experience working with various training evaluation models such as Kirkpatrick, ROI, and Brinkerhoff’s Success Case Method and the ability to identify and recommend the appropriate model for each project.
- Ability to collect reliable, valid, and accurate information in an objective way.
- Strong understanding of training development and adult learning principles.
- Ability to work independently for extended periods of time and balance time between several projects simultaneously while still achieving milestones and meeting deadlines.
- Ability to articulate relevant subject matter in a clear and concise way; pose basic questions and contribute information appropriately in formal settings; and use critical thinking to formulate findings and recommendations based on the results of both qualitative and quantitative data.

Valuable skills include :
- Knowledge of data analysis software, such as R, Statistical Package for the Social Sciences (SPSS), or Statistical Analysis System (SAS).
- Knowledge of relational databases, and Relational Database Management Systems (RDMSs), for example, Microsoft SQL Server Management Studio, and corresponding reporting tools, such as SQL Server Reporting Services (SSRS), Power BI Report Builder, and Power BI Desktop.
- Knowledge of Structured Query Language (SQL).
- Experience with questionnaire design and ability to develop evaluation instruments that will support the evaluation’s objectives.
- Knowledge of the ADDIE (Analysis, Design, Development, Implementation, Evaluation) model.
- Knowledge of recognized continuous improvement methodologies such as Lean / Six Sigma, DMAIC, or PDCA.
- Understand business needs and oversee translation into application and operational requirements.
- Ability to identify risk and suggest changes.
- Understanding of auditing principles and the ability to produce an audit program.
- Knowledge of the theories and principles of quality assurance and monitoring.
- Experience guiding and directing more junior staff in data collection, reporting, and ensuring the data analysis addresses evaluation issues.
- Airport operational experience including liaising, developing collaborative working relations, and establishing external communication links within the training evaluation community.
- Knowledge of CATSA’s priorities and mandate, as well as legislation impacting CATSA activities.
Specific work requirements
- Ability to work overtime as required;
- Ability to travel as required (4 times per year);
- Ability to obtain and maintain a Secret security clearance; and
- Be a Canadian citizen or permanent resident.
