Procurement Analyst for provincial government ministry client, North York.

Job Type : Temporary.

Initial Term : May 20 2025 to August 22 2025, with possible extension.

Target Compensation : From $30 per hour to $37 per hour, with some flexibility according to experience.

Regular Work Hours : 7.25 hours per day not including 1 hour unpaid lunch break, to be worked during regular business hours, Monday to Friday (36.25 work hours per week).

Work Location : Hybrid - combination of 2 days remote-based and 3 days onsite at client's North York office, near TTC station. Onsite work expectations subject always to client business requirements, and may change according to client business need.

Position Reports To : Manager.

Responsibilities Summary :

Contribute to ongoing procurement operations and strategic sourcing initiatives of IT and professional services procurement team, supporting data-driven decisions that align with business objectives and adhere to public sector procurement best practices.

  • Prepare procurement related documents, including Requests for Proposal (RFP), Requests for Information (RFI), and Requests for Quotation (RFQ).
  • Develop and review Statements of Work (SOW) for completeness and adherence to procurement regulations.
  • Develop bid evaluation criteria in collaboration with other team members or managers.
  • Review procurement processes and procedures to ensure compliance.
  • Recommend award or issuance of contracts or supply arrangements for various acquisitions including software, IT services and consulting services.
  • Perform contract follow ups as required, in collaboration with internal business partners.
  • Assist in development and improvement of procurement procedures.
  • Work with multiple reporting databases and systems.
  • Provide additional support to the procurement team as required.

Qualifications :

Education : Post Secondary Degree or Diploma in Business Administration, Supply Chain Management, or similar discipline.

Preferred Work Experience : At least 3+ years of experience in full cycle procurement, with a focus on IT and / or professional services.

Preferred Sector Experience : Ontario public sector or broader public sector experience preferred.

Technical and Language Skills Requirements :

  • Proficiency in MS Word, Excel, PowerPoint, Outlook and Teams.
  • Proficiency with Adobe PDF and database applications.
  • Excellent verbal and written communication skills to provide technical procurement and contract advice in plain language, as well as make recommendations to senior executive and program areas.

Task-Based Qualifications and Additional Attributes :

  • Experience and understanding of public sector procurement, including decision-making processes and supplier considerations and constraints.
  • Knowledge and experience in interpreting procurement directives, policies, and best practices. Familiarity with the Ontario Broader Public Sector Procurement Directive.
  • Knowledge of vendor and contract management principles. Knowledge of resource allocation and related decision-making processes, standards and best practices.
  • Effective quality management, quality assurance, and quality control skills to ensure procurement and contract management practices meet established policies and standards.
  • Demonstrated record of professional conduct and character. Responsible, reliable and works to deadlines.
  • Proven ability to professionally handle confidential information and exercise good judgement in the interpretation and application of instructions and organization policy.
  • Superior attention to detail, and organized, methodical approach to completion of tasks.
  • Strong relationship management skills including client and vendor relations management, business networking, negotiation and consulting / advisory skills.
  • Demonstrated ability to work well both independently and collaboratively, and in an advisory capacity, and liaise effectively with a wide and diverse range of internal and external stakeholders.

Additional Requirements :

  • Must be legally entitled to work in Canada, providing satisfactory documentation upon request.
  • Ability to work both remotely and onsite, abiding by organization health and safety policies.
  • Ability to declare personal Non-Conflict of Interest in execution of assignment responsibilities.
  • Provision of certification of AODA and OHSA online training course completion prior to assignment start.
  • Satisfactory Background Checks, Technical Skills Evaluations, and Employment References.
