Job description

The City of Detroit is currently accepting applications for a Program Analyst II-DDOT - Grants Coordinator for the Detroit Department of Transportation's Administration Division.

Area of Specialization: Performance Metrics
Under general supervision, the Program Analyst II-DDOT - Grants Coordinator is responsible for the collection, analysis, documentation, and dissemination of service and performance data in coordination with the Operations and Maintenance divisions; supports the department, Mayor's Office, Regional Transit Administration of Southeast Michigan, Michigan Department of Transportation, and Federal Transit Administration initiatives.

Area of Specialization: Transit Planning and Capital Projects
Under general supervision, the Program Analyst II-DDOT - Grants Coordinator is responsible for DDOT's annual Unified Planning Work Program which documents the Department's planning priorities as well as outlines project budgets, methods, and deliverables. Works closely with the Program Analyst III – Capital Programming and Grants Administration to provide grants program support.Area of Specialization: Performance Metrics

  1. Retrieves, verifies, and analyzes complex operational statistics to establish data quality and reliability of performance data.
  2. Formulates data gathering protocols for evaluating and reporting operations and maintenance data.
  3. Analyzes data gathered and develops solutions or alternative methods of collecting such data.
  4. Develops issue papers on a variety of topics including but not limited to analysis on Operational, Maintenance, Scheduling, Planning and other related topics.
  5. Utilizes sophisticated computer software, databases, and statistical programs, and modeling packages, to analyze and solve problems.
  6. Verifies that reports and deliverables submitted by Operations and Maintenance divisions comply with established compliance protocols with regard to accuracy and presentation consistency.
  7. Supports management team with the production, analysis, and distribution of high quality weekly, monthly, quarterly, and annual operations and maintenance performance reports.
  8. Summarizes effectively qualitative and quantitative analyses into formats appropriate for a range of audiences. Applies working knowledge of data collection and analysis methods to prepare detailed reports and/or reconfigures existing reports.
  9. Performs research, analysis, and reports on industry best practices. Collects data and develops analytical justifications in support of changes to existing policies and procedures.
  10. Represents DDOT and the City at appropriate meetings at the local, regional, state and federal level.

Area of Specialization: Transit Planning and Capital Projects
  1. Develops and manages the annual Unified Planning Work Program (UPWP).
  2. Manages comprehensive strategic planning initiatives.
  3. Collaborates on regional planning directives.
  4. Reviews and improves plan policies and procedures.
  5. Supervises and supports implementation of planning projects.
  6. Prepares planning reports as required by executive management and grantor agencies.
  7. Participates in the development and monitoring of capital project scopes of work and budgets.
  8. Coordinates and provides oversight for the activities of individual project managers.
  9. Leads reporting efforts as required by grantor agencies, including quarterly and annual FTA Milestone Progress Reports and annual UPWP Completion Report.
  10. Participates in the development of memoranda, correspondence, reports, and plans.
  11. Maintains current awareness of potential, pending, and current legislation that may impact DDOT operations, planning activities, and capital projects.
  12. Represents DDOT and the City at appropriate meetings at the local, regional, state and federal level.

Bachelor's Degree in Public Administration, Urban Planning, Civil Engineering or related field of study. Master's Degree preferred.

Six months experience or an internship in project management related activities, analysis, interpretation, grant evaluation, transit planning and/or operational data is required.Evaluation Plan
