About the Role

GPSI is seeking a Senior Procurement Specialist – Government Contracts to support our client—a leading shipbuilding yard based in Quebec. In this contractor position, you will be responsible for managing complex, high-value procurement activities aligned with Canadian government regulations, while supporting large-scale manufacturing projects in the shipbuilding sector.

The ideal candidate will bring proven experience in public sector procurement, strong bid management expertise (RFP / RFQ / ITT), and exceptional negotiation and leadership skills. You will lead procurement processes as an individual contributor with the initiative to drive results and collaborate effectively across cross-functional teams.

Key Responsibilities

  • Lead end-to-end procurement processes related to government contracts, ensuring alignment with PSPC, Treasury Board, and trade compliance requirements.
  • Develop and execute RFP, RFQ, and ITT packages, including solicitation planning, bid evaluation, award recommendation, and supplier onboarding.
  • Manage bid and tender processes in compliance with federal and provincial policies, ensuring integrity, transparency, and traceability.
  • Lead contract negotiations, incorporating government procurement best practices.
  • Collaborate with stakeholders in engineering, legal, project management, and finance to align procurement actions with technical and operational goals.
  • Monitor supplier performance, ensuring contract compliance, quality, cost control, and timely delivery of goods and services.
  • Use ERP / MRP systems (such as Oracle , Kronos ) to manage procurement transactions, track milestones, and report procurement KPIs.
  • Provide leadership through process improvement initiatives, mentoring junior staff where applicable, and promoting procurement best practices.

Qualifications

  • Bachelor's degree in Supply Chain Management, Business Administration, Engineering, or a related field.
  • Minimum of 7 years of progressive procurement experience, including in complex manufacturing, Aeospace, or Shipbuidling environments.
  • Demonstrated expertise with Canadian government procurement frameworks (PSPC policies, TB directives, trade agreements, etc.).
  • Hands-on experience managing complex bid and tendering cycles, from RFP / RFQ drafting to contract award.
  • Strong negotiation, communication, and leadership skills, with a proactive, problem-solving mindset.
  • Proficient in ERP / MRP systems (e.g., Oracle , Kronos ) and MS Office tools.
  • Bilingual (French and English) strongly preferred.
  • Experience in shipbuilding, maritime, or heavy manufacturing sectors is a strong asset.
