Job Description

· Determine initial and ongoing eligibility for fee subsidy and recreation and health supports, including the wait list for subsidy when applicable

· Assist in the management of a Quality Assurance Program with child care providers and the completion of reports

· Assist with ensuring that all purchase of service programs meet City standards of Operating Quality

· Monitor compliance with local child care plans through ongoing review of work plans and other documents recommending changes or responses to issues where appropriate

· Assist the Division and Child Care providers in planning, implementation and monitoring of program and policy changes

· Effective case management consistent with an outcome based approach addressing the individual needs of clients in compliance with local policies and procedures, provincial legislation and management direction

· Calculate and prepare appropriate subsidy and benefit payments for approval

· Maintain integrity of all required technologies and systems through accurate and complete manual financial calculations, data input and monitoring, statistical and activity reports and documenting of activities and outcomes

· Develop and manage effective relationships with co-workers, agencies and the public

· Represent the Division at stakeholder committees and meetings

· Provide guidance and advice on program requirements to service providers, including conduct training workshops, answer enquiries on policy and procedures, distribute information/ literature

· Assist in the development of systems for assessing local child care needs and analysis of results

· Occasional travel to various work locations is required to fulfill the job duties of the position

· Perform other related duties as assigned including fan-out as part of Emergency Plan

Skills/ Education Required

· Post-secondary diploma in Early Childhood Education or equivalent post-secondary education approved by the College of Early Childhood Educators for registration

· Eligible to be a registered member of the College of Early Childhood Educators

· Minimum 2 years of related progressive experience as Early Childhood Educator in a child care setting

· Detailed knowledge of related municipal and provincial social service programs and legislation

· Demonstrated customer service and interpersonal skills at a level to develop and maintain co-operative/collaborative working relationships both within and outside the organization including coaching and effective problem solving

· Demonstrated excellence in all areas of Literacy and Essential Skills (Reading, Writing, Document Use, Numeracy, Computer Use, Thinking, Oral Communication, Working with Others, Continuous Learning)

· Excellent written communication and mathematical skills

· Ability to demonstrate initiative consistently with commitment to quality improvement, sharing process improvement initiatives with management

· Demonstrated ability to contribute to and build upon a positive and healthy workplace environment in a direct service delivery office

· Demonstrated complex problem solving skills and attention to detail and accuracy

· Demonstrated ability to exercise discretion and tact and maintain a high degree of confidentiality at all times, complying with all applicable privacy legislation and local policies and procedures

· Ability to professionally and respectfully manage stressful and antagonistic situations

· Excellent time management skills with the ability to prioritize workloads and meet deadlines while achieving all administrative requirements

· Demonstrated ability to work independently with minimum supervision

· Working knowledge of Ontario Child Care Management System and the Service Delivery Model Technology is preferred

· Must be able to satisfy provincial security protocols

· Demonstrated proficiency in Microsoft Office, the internet, and any other related software

· Upon a conditional offer of employment, an acceptable Criminal Record Check will be required
