Position: Technical Program Analyst

Location: 212 W 2nd St, Winona, MN 55987

Schedule: Full-time, Monday to Friday, 8:00 am - 5:00 pm

Overview

As a Full-time Technical Program Analyst on the Applications Development Team, you will be responsible for delivering technical initiatives of varying sizes. You will leverage technical and project management skills to ensure successful program delivery. Regular communication with IT leadership and development teams will be essential. After onboarding and training, a flexible schedule may be available based on performance.

Responsibilities
  1. Partner with development teams from design to delivery on technical initiatives.
  2. Manage tasks and facilitate technical solutions.
  3. Develop and oversee project milestones and tasks.
  4. Ensure timely delivery of technical initiatives.
  5. Collaborate with portfolio teams to create functional specifications.
  6. Work with developers to create technical specifications.
  7. Participate in unit testing of development.
  8. Estimate work efforts, identify resources, and establish timeframes with managers and leads.
  9. Assess return on investment for process improvements.
  10. Identify and implement process improvements within the development team.
  11. Oversee external development resources as needed.
  12. Use problem-solving skills to resolve complex technical issues.
  13. Maintain high-quality code standards.
Required Qualifications
  1. Bachelor's degree in Computer Science, Engineering, Math, Statistics, Data Science, Actuarial Science, or related field.
  2. At least 1 year of experience working directly with development teams.
  3. Excellent written and oral communication skills.
  4. Proficient in computer skills.
  5. Strong math aptitude, attention to detail, and sense of urgency.
  6. Motivated, self-directed, and customer service-oriented.
  7. Strong organizational, planning, and prioritization skills.
  8. Alignment with core values of ambition, innovation, integrity, and teamwork.
  9. Ability to work independently and in a team environment.
  10. Ability to multitask in a fast-paced environment.
  11. Pass drug screen and background check (US, Puerto Rico, Guam).
