Bylaw Enforcement/Animal Control Officer

(Full Time)

This is inspectional, regulatory and enforcement patrol work to ensure compliance with provincial statutes, municipal by-laws and regulations. The work will involve certain regulatory provisions of the zoning, building, licensing and other regulatory by-laws with regards to the use of land and public streets. This position is responsible as the primary Officer assigned to the animal control function for the City. In addition to the bylaw enforcement component of the animal control function, the incumbent seizes, transports and impounds stray animals, deals with aggressive and dangerous dogs, and carries out related tasks. Considerable independence of judgment and action is exercised difficult or unusual problems are referred to a supervisor.

Some of the key responsibilities of this position include but are not limited to:

  • Patrols streets and lanes within the City to prevent, discover and take appropriate action for enforcement of by-laws and regulations
  • Attends a variety of calls and complaints regarding by-law infractions; explains and interprets by-laws and regulations to the public; and prepares reports as required on matters referred by supervisors
  • Enforces the animal control by-law and dog licensing regulations; investigates complaints regarding off-leash, aggressive and dangerous dogs, biting incidents, and barking dogs; advises owners and complainants of the outcomes; prepares complete court reports for legal actions that may lead to the destruction of animals; and performs follow up inspections to ensure compliance with bylaws
  • Catches, seizes and transports dangerous, aggressive or stray animals to the pound; and picks up dead animals and livestock and/or arranges for disposal
  • Prepares reports and maintains records related to inspections and investigations; interprets by-laws, regulations and applicable rules to the public; and offers advice to customers, both internal and external on matters related to by-laws
  • Gathers evidence and prepares information for prosecution; and may give evidence in court cases involving violations of applicable bylaws


The successful candidate for this position will have:

  • Completion of Grade 12 supplemented by courses in conflict resolution, communication and bylaw enforcement; plus, sound experience in inspection, enforcement work and animal control; or an equivalent combination of training and experience
  • Driver’s Licence for the Province of British Columbia – Class 5
  • Extensive knowledge of the relevant sections of the bylaws and regulations related to Municipal Operations such as animal control, zoning, unsightly premises, property use issues, signs, nuisance, garbage removal, parking and buildings
  • Sound knowledge of the methods, procedures and equipment used in catching and handling dangerous, aggressive, stray, sick and injured animals and of the care and handling of animals
  • Sound knowledge of court procedures and the admissibility of various types of evidence
  • Ability to investigate complaints and enforce bylaws and other regulations with tact, impartiality, firmness and using sound judgment
