Purpose of Position:
Reporting to the Chief Executive Officer (CEO), the Executive Director of Corporate Services provides strategic and administrative leadership across the organization. The EDCS is a collaborative leader who demonstrates a commitment to a positive workplace, supports staff learning and development, is effective in developing and sustaining effective partnerships with stakeholders and partners, provides advice and briefings to senior executives and elected officials regarding complex issues, promotes diversity and inclusion, and promotes continuous improvement.
The EDCS provides executive leadership and oversight for the Corporate Services functions of the Agency, including Finance, Procurement, Human Resources, Communications, Information Technology and Facilities in accordance with the Agency’s strategic directions, Mission, Vision, and Values. This includes creating policies, managing reporting systems, budget preparation, quality improvement activities, contributing to communications and marketing strategy development, maintaining excellent stakeholder relations, managing insurance and overseeing property management. Monitoring and evaluation of performance, and compliance with legislation with respect to financial accountability, and stewardship of the Agency’s funds and assets, health and safety, and employment standards are key responsibilities of this role.
The Executive Director of Corporate Services serves as a resource to the Chief Executive Officer (C.E.O.) and the Board of Directors, including acting as the designate for the C.E.O. in their absence.
1.Strategic, Operational Planning and Reporting
·Contributes to organizational strategic planning, annual business planning, and the establishment and tracking of long and short-term corporate performance and improvement targets, to meet the SHRA’s accountabilities to the Ministry of Health and system partners.
·Ensures regular and accurate corporate performance reporting to key stakeholders and to proactively monitor risk management.
·Leads policy development to maintain strong governance and ensures all agency legislative requirements are met.
2.Stakeholder Relationship Management
·Establishes strong working relationships with health system partners, training institutions, communities, licensing, and regulatory bodies and is a conduit to connecting leaders.
·Responsible to liaise and consult with those organizations and external stakeholders to foster cooperation and regular exchange of information, data, and ideas and to influence, build, identify, and advance shared priorities and aims.
·Ensures the collection and analysis of partner and stakeholder feedback to improve current strategies and services and to develop new ideas through continuous improvement.
·Works collaboratively to influences the policies and practices of stakeholders to support the recruitment, settlement and retention of health human resources to stabilize the workforce.
·Develop stakeholder engagement strategies and initiatives to optimize confidence in the SHRA’s capacity to deliver its vision, mission, and strategic objectives.
3.Communications
·Oversight of all communications and marketing activities, strategies and planning.
·Communicate messaging to meet the goals and objectives of the organization including sharing the value of the organization, promoting Saskatchewan, promoting health careers in Saskatchewan, and promoting recruitment, settlement and retention best practices.
Provide issues management leadership; supports the CEO and leadership on approaches to managing stakeholder and media issues.
·Oversees policies, procedures, guidelines and standards related to communication and marketing, including internal/external communication tools, and oversight of guidelines and standards for written, visual, and electronic materials prepared within the organization.
4.Analysis
·Support the identification, promotion, and implementation of recruitment, settlement, and retention best practices, strategies and tactics based on data and research.
·Support the identification of barriers, opportunities, and improvement ideas for recruiting, settling, and retaining local, national, and international physicians and health professionals for Saskatchewan.
·Use influence to facilitate the adoption of best practices with partners and stakeholders.
5.Financial Management
·Lead the SHRA annual and multi-year budget development process for approval by the CEO, Board and Ministry of Health.
·Ensure there is timely and accurate forecasting and on-going analysis of the budget and expenditures and where necessary, ensures proactive mitigation strategies are developed and implemented.
·Monitor performance and identify areas for financial improvement.
·Develop and maintain financial policies, procedures and work standards that are in compliance with the Order in Council, Financial Administration Manual, The Crown Corporation Act, Board policies, legislative and regulatory requirements, grant criteria and accounting standards and supports employees’ understanding and compliance.
·Oversee procurement processes, including the use of contractors and consultants.
·Oversite, management, tracking and compliance of contacts.
·Serve as a key point of contact for external auditors; manage preparation and support for external audits.
·Oversite of the third-party contract (3sHealth) for financial, payroll and benefit services.
6.Human Resources
·Ensure that the Agency’s staffing resources, and employee management practices are aligned with the Agency’s strategic directions and purpose.
·Ensure compliance with relevant legislation, including but not limited to the Saskatchewan Employment Act, Occupational Health and Safety Regulations, and Saskatchewan Human Rights Code
·Responsible for developing policies, procedures, and work standards to provide guidance for managers on best practices, expectations and to ensure compliance with employment standards, contracts, legislative obligations, etc.
·Oversee the development and maintenance of job descriptions and coordinatingclassification.
·Implement attendance management, performance management, onboarding plans and accommodation and disability management plans as required.
·Develop a framework for annual performance reviews of all staff and ensuring annual performance reviews of all staff.
·Identify and promote learning development opportunities for all staff.
·Serve as management representative on the Occupational Health and Safety Committee.
7.Technology Services
·Ensure that risks associated with technology support, cybersecurity, and privacy are actively reported and managed, with specific consideration for third party contracts.
·Ensure that staff have hardware and software to be effective in their work.
8.Facilities/Procurement
·Negotiate and oversee the office lease, property maintenance, identifies necessary renovations and ensures facilities repair plans are developed with appropriate consultation and approvals.
·Ensure that programs and processes are in place for the safety of the workplace.
·Planning and implementing workspace allocation decisions.
·Ensure the procurement policies of the Government of Saskatchewan are followed for all procurement activities undertaken by the Agency.
Ideal Candidate:
·Bachelor or Master’s degree in commerce, public or business administration, or related field.
·Professional accounting designations: Certified Professional Accountant (CPA), Certified Human Resources Professional would be considered an asset.
·Knowledge of continuous improvement processes would be considered an asset.
·10+ years in a leadership position in a complex, multi-stakeholder environment.
·Experience, at an operational level, as a leader who has developed and led innovative change initiatives and programs in a complex, multi-stakeholder environment.
·Proven direct human resource management experience;
·Related work experience and familiarity with the leaders, structures, goals, policies and procedures of the Saskatchewan health care system and/or the Government of Saskatchewan is an asset.
·A solid track record of building and maintaining credible relationships across a diverse group of internal and external partners and stakeholders to achieve consensus and positive outcomes.
·Strong written and oral communication skills and the ability to work with, and influence, a variety of stakeholders.
·Sound judgment and diplomacy skills to handle sensitive files and functions in a political environment.
·A strong understanding of business case proposals, public policy development, government processes and protocols, including financial administration, planning and accountability management system, legislative and regulatory frameworks.
·Excellent understanding and practical application of information technology systems such as Microsoft Office 365 and its applications.
·Be results-orientated and accountable, with the ability to exercise sound judgment in a continuously changing environment.
