Job description

Durham OneNet Inc is an independent Municipal Services Corporation, wholly owned by the Regional Municipality of Durham. Procurement Manager – 3 to 4 days/week, One Year Contract with Possible Extension

Reporting to the Chief Financial Officer and working closely with the Operations Team, you will:

  1. Be responsible for the overall governance of the procurement process and policies, ensuring compliance across the organization.
  2. Review policies, standard contracts, and purchasing terms regularly to meet organizational needs.
  3. Provide procurement guidance and direction to the Operations Team.
  4. Obtain competitive quotes or proposals through RFQs and RFPs for network materials, equipment, and construction services.
  5. Manage and develop supplier relationships professionally and ethically.
  6. Negotiate and finalize contract terms to minimize risk and costs, maximizing benefits.
  7. Collaborate with suppliers to develop inventory plans, reducing lead times and inventory levels where appropriate.
  8. Utilize Durham OneNet’s standard contract formats, working with Legal as needed.
  9. Assist the Operations department with ongoing purchasing activities.
  10. Handle inventory and warehousing duties as required.

About You:

  1. At least seven years of procurement experience, preferably in telecom or utility-related construction environments.
  2. Knowledge of Outside Plant (fibre optic cables, conduit, enclosures) and Inside Plant (fibre optic customer premise equipment) materials and supply sources.
  3. Proficiency in Microsoft Office products and other systems.
  4. Experience in both Public and Private Sector purchasing is an asset.
  5. Experience with procurement and ERP systems such as NetSuite.
  6. PMAC accreditation or similar is an asset.
  7. Experience negotiating commercial contracts with Legal resources.
  8. Ability to review and negotiate Statements of Work.
  9. Strong problem-solving and multi-tasking skills.
  10. Comfortable working with multi-functional teams.
  11. Excellent communication skills.
  12. Flexible, adaptable, and willing to take on additional duties outside traditional procurement roles.

Contract Rate: Durham OneNet offers competitive compensation aligned with the successful candidate’s experience and qualifications.

Conditions of Contract: The successful candidate will be required to consent to a Criminal Record check prior to the start date. Proof of education, qualifications, and references may be requested.
