Job Overview:

The Project - Cost Control Analyst is responsible for evaluating and certifying monthly payment applications from Project Contractors, ensuring accuracy, compliance, and timely processing, with a focus on cash allowances and utilities. This role collaborates closely with field teams, subcontractors, and internal stakeholders to resolve payment discrepancies, optimize financial performance, and implement best practices. Additionally, the analyst compiles cost data for reporting, validates contractor performance metrics, and ensures adherence to commercial and financial processes. Strong analytical, negotiation, and project management skills are essential, as this role plays a key part in maintaining financial integrity and efficiency on the project.

Key Accountabilities:

  1. Lead evaluation of monthly payment applications, ensuring process timelines and validation standards are met, with a focus on cash allowances and utilities.
  2. Ensure payment accuracy and liaise with field teams, contractors, and subcontractors to determine and validate payment applications.
  3. Negotiate and resolve payment issues, escalating as necessary.
  4. Develop and implement best practices for issue resolution, leveraging experience from various projects and external resources.
  5. Compile and report cost data to support analysis, reporting, and change valuation.
  6. Expedite monthly financial deliverables to ensure clear understanding of project performance.
  7. Review construction progress and validate contractor performance metrics in collaboration with project controls.
  8. Manage and guide payment administration and participate in key project meetings.
  9. Perform other commercial and financial tasks related to the project and contribute to the Commercial Community of Practice.

Qualifications:

  • Bachelor's degree in project or construction management, business administration, accounting, or equivalent experience.
  • 3+ years of experience in commercial processes on major infrastructure projects, preferably transportation or utilities projects involving cost management or invoice auditing.
  • Self-starter with the ability to develop and implement long-term work plans independently.
  • Strong interpersonal, communication, facilitation, and presentation skills.
  • Proven ability to lead, manage, and mentor teams.
  • Experience in analyzing construction costs, identifying trends, and reporting findings to senior management.
  • Knowledge of managing time & materials, unit price, or lump sum projects, especially in utilities.
  • Thorough understanding of project controls, financial functions, and contract review related to payments.
  • Ability to coordinate with internal disciplines and external experts effectively.
