Job description

This is a non-merit position. Candidates must follow the instructions in the To Apply section. Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise.

The Iowa Department of Revenue is seeking an Alcohol & Tax Compliance Division Administrator. This person will manage compliance for all tax types (individual, corporate, sales, and excise taxes), including fraud, examination, audit, tax credits, and tax gap. They will ensure a consistent, fair, and professional program of compliance services. Additionally, they will manage all alcohol licensee classifications, including renewals, suspensions, and revocations, and oversee the regulation and ongoing compliance of all alcohol and tobacco licensees through regular audits and coordination with local law enforcement.

The Division Administrator reports to the Director of the Department of Revenue and will oversee all division operations. This role involves serving as part of the Senior Management team to develop the department's mission, vision, and strategic plan. The person will also develop and maintain relationships with external stakeholders to ensure compliance with applicable laws, rules, and requirements.

The primary responsibilities include:

  1. Developing and maintaining a systematic review process for Department rules to ensure they are substantively and procedurally correct.
  2. Leading inter-divisional teams to implement assigned projects.
  3. Providing policy analysis, evaluating proposed legislation, and assessing the impact of legislative changes on tax law and existing programs.
  4. Managing sales and withholding tax programs, including non-filer resolution, assessments, bonding, permit revocations, and tax enforcement at special events.
  5. Providing leadership within the Compliance Bureau, which includes Field Audit, Criminal Investigative Audit, Tax Credit Unit, Fraud Unit, Return Resolution, Tax Gap, and Special Taxes.
  6. Ensuring a fair, professional, and consistent compliance program.
  7. Managing all alcohol licensing, regulation, and compliance of licensees.
  8. Collaborating with other Department leaders to enhance alcohol and tax administration.
  9. Coordinating service delivery, process improvements, and new program implementation by assigning tasks and teams effectively.

Minimum qualifications include at least one of the following:

  • Graduation from an accredited four-year college or university with seven years of management-level experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research/evaluation.
  • Eleven years of full-time management experience in the relevant fields.
  • Seven years of management experience plus a combination of education and experience where 30 semester hours equal one year of experience, including graduation from the Iowa Certified Public Manager Program.
  • Five years of management experience plus combined education and experience as specified, including graduate-level coursework in public-service-related areas, with graduation from the Iowa Certified Public Manager Program.
  • Current, continuous management experience in the Iowa state executive branch, including one year as a Public Service Manager 1, 2, or equivalent.
