JOB SUMMARY

The Rate Analyst supports the Manager, Rates and Revenue by preparing regulatory reports, supporting budgets, maintaining and creating models, assisting in the preparation of rate information and providing detailed analysis of rates and rate impacts. This position interfaces with a variety of internal and external business stakeholders to ensure rate calculations are accurate and reporting activities are coordinated, comprehensive and delivered in a timely manner.

MAJOR RESPONSIBILITIES

The essential responsibilities of the job include but are not limited to the following:

  • Assist in preparing rate information and evidence required for rate applications.

  • Complete reviews and analysis on utility rate design and provide recommendations as required.

  • Assist in the coordination of rate implementations.

  • Prepare assigned monthly, quarterly and annual regulatory reports in a timely and accurate manner.

  • Monitor ongoing changes in regulatory and industry activities that impact rates and provide recommendations as required.

  • Participate in consultations on rate design, cost allocation and load forecasting (using historical and economic data, weather patterns and other known variables to predict future billing determinants) matters.

  • Assist with the preparation of the annual revenue budget by assisting in the reviewing of underlying assumptions, maintaining models and entering relevant data into spreadsheets.

  • Prepare reports and schedules and make recommendations relating to electricity rates, electricity bill impacts, rates communication, electricity cost of service and revenues.

  • Develop and maintain relationships with key functional stakeholders.

  • Actively participate in meetings and other stakeholder groups that promote awareness of financial, regulatory and industry related issues.

  • Complete and/or participate in surveys/questionnaires and maintain databases of information on other local distribution companies.

  • Provide assistance to internal stakeholders in answering customer inquiries related to bill impacts and rates.

  • Perform other related duties as required.

EDUCATION AND EXPERIENCE

  • University degree in accounting, business administration, mathematics, engineering, statistics or economics

  • Experience and formal training combined with demonstrated performance and ability may substitute for stipulated academic requirements

  • A minimum of 3 years experience in a related environment

  • Previous Utility experience considered an asset

  • Experience using a customer information system considered an asset

  • English essential, both oral and written

  • Bilingual (French/English) considered an asset

The terms and conditions of employment for this position are governed by the collective agreement between Hydro Ottawa Limited and IBEW Local 636.

Hydro Ottawa offers a Hybrid Work Model. Hybrid work is position specific, the details of which the hybrid model will be discussed with successful candidates.
