The Faculty of Public and Global Affairs at Carleton University invites applications from qualified candidates for a SSHRC Tier II Canada Research Chair (CRC) in Health Care Governance, to be held in the School of Public Policy and Administration. The successful candidate will be appointed at the rank of Assistant Professor or Associate Professor beginning January 1, 2027, or as soon as possible after that date, subject to approval of the CRC program (see below). An appointment with tenure is possible, depending on the qualifications of the successful candidate.

The School of Public Policy and Administration seeks an exceptional scholar specializing in health care governance who demonstrates strong potential to become a future leader in the field. The successful candidate will be expected to develop a high-quality, impactful research program in the social sciences and humanities examining the socio-economic structures and institutional factors that shape health care systems, including the human resource, financial, ethical, ideological, legal, or organizational dimensions of health care governance, regulation, or policy. The research will contribute to understanding the historical evolution of health care systems in the context of complex, multi-level governance arrangements spanning public, private, and/or voluntary sectors, as well as Indigenous governments and organizations. Research on the Canadian health care system or comparative work would be an asset.

Tier II Chairs are intended for exceptional emerging scholars (i.e., candidates must have been an active researcher in their field for fewer than 10 years at the time of nomination). Applicants who are more than 10 years from having earned their highest degree (and where career breaks exist, such as maternity, parental or extended sick leave, COVID disruptions, clinical training, etc.) may have their eligibility for a Tier II Chair assessed through the program’s Tier II justification process.

Appointment is conditional on the approval of the nomination by the CRC Program.

The School of Public Policy and Administration (SPPA) is a national leader in health policy research and practice, with recognized expertise and a record of significant SSHRC funded scholarship in political economy of the pharmaceutical sector, determinants and effects of the organization and financing of health care services, and patient experiences in acute and maternity care contexts using AI and advanced analytics. Qualifications:

The position requires:

• A track record of high-quality, scholarly, peer-reviewed research on issues relating to health care governance;
• A PhD in public administration, health policy, health services research, or a closely related field (Carleton requirement);
• Capacity to attract substantial external research funding;
• Capacity to attract, supervise, and mentor graduate students and postdoctoral fellows;
• Capacity to attract, develop and build relationships with other researchers in a university and professional setting;
• Strong potential for outstanding teaching contributions, primarily at the graduate level;
• Willingness to interact with the research community at Carleton University; and
• Willingness to comply with funders’ terms and conditions for research security compliance.
