Opportunity Qualifications :

Educational Background: Undergraduate degree in administration, engineering, geoscience, commerce, economics or a related field, with extensive relevant experience in strategic planning and legislative and policy development.

The Ministry of Energy and Resources develops, coordinates, and implements policies to promote the growth and responsible development of Saskatchewan’s natural resources industries. It acts as the primary regulatory authority for the oil and gas sector, ensuring competitive royalty systems, regulations, and policies across natural resource sectors. The Ministry also promotes Saskatchewan’s resource potential globally. The Energy Regulation Division (ERD) oversees activities related to the development of oil, gas, and minerals, including safety, environmental protection, resource recovery, waste prevention, emissions management, data collection, and liability management. ERD supports the Surface Rights Board of Arbitration, resolving disputes over surface rights and compensation.

The Opportunity

The Ministry seeks a proven leader to serve as Executive Director, Regulatory Affairs & Analytics within ERD, based in Regina. Reporting to the Assistant Deputy Minister, you will lead two units—Information Management and Regulatory Affairs—and oversee strategic and operational planning aligned with the Ministry’s and Saskatchewan’s Growth Plan.

Key Responsibilities:

  1. Manage operations of the Regulatory Affairs and Analytics Branch, including budgeting, strategic planning, risk management, and accountability.
  2. Develop and support public policies to enhance regulatory activities for oil, gas, and minerals, including emerging commodities.
  3. Build and lead a high-performing team that tracks best practices, analyzes trends, and ensures compliance.
  4. Design and evaluate program initiatives, leveraging resources across ERD.
  5. Oversee the Information Management unit to ensure data integrity, audits, and compliance analysis.
  6. Lead legislative and regulatory improvements, including preparing cabinet proposals and strategic decisions.
  7. Manage stakeholder engagement, including government bodies, industry, and the public.

Ideal Candidate
