Salary Range / Wage Rate : PG T29 $3,785.23 - $4,475.43 bi-weekly

Our Financial Services Department is seeking a Financial Systems Analyst who will provide support for Metro Vancouver’s Capital Planning system by using database analysis and system design techniques to troubleshoot issues or improve financial processes. The incumbent will actively participate in planning, developing business systems requirements, and making recommendations while seeking opportunities to integrate relationships between asset management, business, and financial data. They will work collaboratively with the Finance Capital team members and Accounting Operations division to focus on capital planning data reporting efficiencies and utilization to assist data-driven decision-making.

You are an analytical, solution-focused, technical business analyst with great communication and collaboration skills. You have a solid understanding of financial processes and database management, enjoy configuring, testing, implementing, and supporting ERP systems and functional enhancements. You possess a high level of technical and financial expertise with clear insights into business practices. Familiarity with MS Suite tools such as Excel, Power Pivot, Power Query, Power BI, and automation tools is required. Experience as a product owner or lead in an agile environment leading systems improvement initiatives would be advantageous.

This role includes:

  1. Conducting investigations of problem areas; obtaining details regarding user requirements; assessing the feasibility of process or system improvements, including cost estimates and impacts; ensuring report quality assurance.
  2. Performing complex analysis, modeling, reporting, and data management of financial planning systems; reconciling data between financial planning and management systems.
  3. Analyzing the cost-effectiveness of system improvements; performing continuous troubleshooting and system enhancements.
  4. Assisting departments with specifications for equipment and software acquisitions.
  5. Acting as product owner for financial process and system changes; liaising with departments to ensure proper data management.
  6. Conducting post-implementation reviews; preparing reports to support capital planning.
  7. Providing advice and training to user departments on financial systems and processes; developing training materials.
  8. Staying current with developments in financial processes and systems.
  9. Performing related work as required.

To be successful, you should have:

  1. A university degree at the Bachelor level in a related discipline; a professional accounting designation (CA, CGA, or CMA) plus significant related experience, or an equivalent combination of training and experience.
  2. Thorough knowledge of financial processes and systems and their impact across departments.
  3. Strong problem-solving skills related to financial systems.
  4. Knowledge of administrative management principles, modern office practices, and equipment.
  5. Understanding of departmental functions and requirements as they relate to financial systems.
  6. Knowledge of applicable policies and procedures.
  7. Working knowledge of computer programming relevant to the work performed.
  8. Ability to analyze operational methods, evaluate data, develop solutions, and assess implications of changes.
  9. Leadership skills to direct task forces and manage projects.
  10. Effective communication skills, both oral and written, with the ability to present non-technical proposals.
  11. Ability to work independently with minimum supervision.
