Definition of Work

This position is accountable to the Director of Budgeting in directing, coordinating, implementing and evaluating the budgeting, financial planning, and reporting services of NLHS, and other related entities in accordance with departmental, government, and professional accounting regulations and procedures. The successful candidate must demonstrate an awareness of and be responsible for promoting and supporting person-and family-centered care, demonstrate a commitment to safety and partner with all team members to improve worker and patient safety by integrating safety into work practices, identifying risks and implementing improvements.

Key Responsibilities

This is a key position that will be instrumental in the transformation of the NLHS, and is responsible for collecting, processing, and disseminating a multitude of information and reports to a wide range of users. Internal users include program/corporate directors, managers, Senior Management Team, and the Board of Trustees. The largest external user is the Department of Health and Community Services (DHCS) as well as both the provincial and national centers for Health Information. Reports are both qualitative and quantitative in nature and include information on budget performance, overtime, sick leave, staffing levels, utilization statistics, trend analysis, etc. This role will also be tasked with assignments for special projects, decision support, and other accountability reporting, as required. This role will be required to interact with other program managers and directors to orient them to their budget accountabilities, along with ongoing budget consultation. This role will oversee the work of the Budget Technician.

Required Qualifications
  • Chartered Professional Accountant (CPA) Designation as well as a member in good standing with the Chartered Professional Accountants Association of Newfoundland and Labrador.
  • Post-Secondary degree, preferably in Commerce, Business Administration, Economics, with a focus in accounting and/or finance.
  • Progressive experience in financial management preferably in a healthcare environment (a minimum of three (3) years of progressive experience within the last five (5) years in financial management).
  • Demonstrated experience and knowledge in financial analysis, management consulting and budgetary preparation methods.
  • Advanced knowledge of MS Excel for analysis and presentation, along with high-level ability using MS Excel to manipulate data from various sources to develop and refine budget databases (e.g. VBA macros, formulas, etc.).
  • Experience with computerized budgeting systems (knowledge of Meditech, TM1 and COGNOS are assets).
  • Strong working knowledge of Word and PowerPoint.
  • Demonstrated strong interpersonal, organizational and computer skills.
  • Demonstrated ability to function effectively in a high pressure, diverse and changing environment.
  • A satisfactory record of work performance and attendance.
  • A satisfactory certificate of conduct from the RCMP or local police authority.
