A leading organization is seeking a Bylaw Operations Manager to oversee the development and enforcement of bylaws within the community. This role involves managing the bylaw program, responding to community concerns, and ensuring compliance with regulations. The ideal candidate will have a strong understanding of Indigenous issues and law enforcement practices, along with excellent communication and analytical skills. This is a full-time permanent position with responsibilities including community education and budget management.

The United Chiefs and Councils of Mnidoo Mnising Tribal Council is looking for a Bylaw
Operations Manager to oversee the development and operations of the Bylaw Program. The
Bylaw Operations Manager is responsible for the development and enforcement of the UCCMM
First Nations bylaws and providing community education and awareness programs and services in
order to ensure the protection of community members. Through the course of their duties, the
Bylaw Operations Manager will be required to respond to complaints, investigate appropriately,
issue tickets as required, participate in judicial hearings and court proceedings, and follow law
enforcement policies and procedures. Other responsibilities will include administrative tasks
such as the creation and maintenance of records, preparation of associated reports, and the
management of the Bylaw enforcement budget.
RESPONSIBILITIES
• Contribute to the development and updating of First Nations bylaws
• Establish a working committee to assist with the development of bylaws
• Facilitate engagements with Chief and Council and community members on bylaws
• Create operational policies and procedures for bylaw enforcement
• Collaborate when needed with legal to ensure effective bylaw implementation
• Ensure that bylaws are followed and enforce them as needed
• Communicate with the community members about bylaw regulations and enforcement
practices
• Respond to complaints from Chiefs, council members and community members
• Supervising and leading personnel of the bylaw program
• Track bylaw violations, analyze trends and identify areas of improvement
• Manage the budget of the bylaw program
• Maintain detailed records
• Available to work evenings and weekends as required
• Other duties as requested
QUALIFICATIONS
• Post-secondary diploma or degree related to Law Enforcement, Legal or associated field
• Minimum of three years law enforcement work experience with Indigenous people
• Strong working knowledge of the provincial court system
• An understanding of regulatory bylaws legislation, policies, procedures and rules
• High level of sound and independent judgement, reasoning and discretion
• Must have knowledge of local Anishinaabe teachings, culture, communities, history, elders,
and local issues facing Indigenous people
• Must have ability to maintain administrative instruments (work plans, reports, files,
correspondence)
• Must have knowledge of services available in the Districts of Manitoulin/Sudbury/Algoma
for Indigenous people
• Valid driver’s licence (proof must be provided with application) and access to a vehicle
