THE OPPORTUNITY

We have a fantastic opportunity for a Manager, Planning and Development Services to join an innovative and growing municipality. Reporting to the General Manager, Development & Economic Services, the Manager provides professional leadership and management of the department, including personnel, services (such as long-range and regional planning, current planning, development and safety codes), projects, plans, policies, and processes. The role involves supporting the delivery of planning and development services, ensuring resident and investor confidence, and providing expert advice to senior administration, Council, and the community. The position requires working closely with community, regional, provincial stakeholders, other municipalities, and agencies to deliver services reflecting best practices, legislative requirements, and local interests.

Responsibilities
Leadership & Management (30%)
  • Act as a strategic advisor to management and leadership to meet Council’s goals through land planning and development.
  • Develop and report on departmental and corporate plans aligned with Council’s Strategic Plan.
  • Lead initiatives, projects, and strategic objectives, fostering engaged teams and a culture of collaboration.
  • Provide leadership, vision, and direction to maximize service delivery.
  • Develop operational plans and policies, set goals, and manage budgets.
  • Review processes for operational excellence, including customer service, service channels, and policy development.
  • Maintain public relations and ensure safety compliance.
  • Prepare briefings, decision requests, and presentations for leadership and Council.
  • Lead and develop department personnel, conduct performance reviews, and manage staffing decisions.
Corporate, Committee and Client Communication (25%)
  • Provide timely reporting and strategic recommendations.
  • Represent the department at various meetings and forums.
  • Advise the public, consultants, and agencies on planning matters.
Planning and Development Service Delivery and Project Management (20%)
  • Develop and oversee planning documents and long-range plans.
  • Support land and community developers.
  • Manage regional planning and development applications.
  • Ensure efficient processing and communication with stakeholders.
  • Manage projects, contracts, and regional initiatives.
Other Related Duties (10%)
  • Support key projects and organizational activities.
  • Participate in divisional activities and safety compliance.
Qualifications
  • Bachelor’s degree in planning or related field; equivalent experience considered.
  • Minimum 10 years in municipal planning, including supervisory roles.
  • Registered Professional Planner (RPP).
  • Membership in the Canadian Institute of Planners (CIP) preferred.
  • Experience in public policy development, municipal functions, and budgeting.
  • Strong knowledge of planning laws and regulations in Canada and Alberta.

The salary range is CA$140,782 to CA$184,204 annually.
