Role Overview

The Head of the Strategy & Policy practice is a key leadership role responsible for driving revenue growth, generating new business opportunities, and overseeing projects. This role requires deep expertise in providing strategic advice to government and corporate leadership, understanding prospective clients, their needs, and how Steer can position itself within the region. Leaders will collaborate with delivery teams to ensure seamless client transitions and effective management throughout the sales and project lifecycle. Currently, Steer operates within the transportation sector, with potential growth into related sectors.

  1. Define the vision, strategic positioning, and growth roadmap for the Strategy & Policy practice.
  2. Identify target markets, develop go-to-market strategies, and establish service offerings aligned with client needs.
  3. Engage with clients shaping transportation systems and related industries in North America. Develop strategies, business cases, and plans to address complex challenges, including organizational change, policies, or infrastructure programs.
  4. Create meaningful community change through high-quality advice.
  5. Network with leaders across government, business, and industry for business development and knowledge sharing.
  6. Win and lead large, complex projects; ensure delivery of strategic and technical excellence in project work with both public and private sector clients.
  7. Lead client services including strategic planning, technical analysis, report writing, and presentations.
  8. Build operational structures, tools, and methodologies to support scalable growth.
  9. Manage, supervise, and mentor early-career colleagues.
  10. Continuously develop your expertise and skills to stay aligned with market trends, ensuring our work remains innovative.
Requirements

The ideal candidate will possess the following attributes:

  • 10+ years of relevant experience in strategy consulting, preferably with a focus on the public sector and/or infrastructure projects.
  • Strong knowledge and experience with policy analysis and/or quantitative analysis, including:
    • Business case development
    • Structured decision-making
    • Organizational development and capacity building
    • Scenario planning
    • Forecasting
    • Narrative development and storytelling
Education, Experience, and Skills
  • Advanced degree in Business, Economics, Geography, Policy/Political Science, Engineering, Urban Planning; MBA preferred.
  • Ability to work independently and collaboratively.
  • Skill in managing complex projects and prioritizing effectively across multiple clients.
  • Proficiency in delivering high-quality proposals.
  • Comfortable working in a fast-paced, collaborative environment.
  • Excellent written and verbal communication skills.
  • Leadership ability to build and lead multidisciplinary teams.
Software Proficiencies
  • Advanced proficiency in Microsoft Office.
Physical and Working Environment
  • Adherence to Steer’s values, policies, and procedures.
  • Ability to use a laptop and monitors throughout the workday.
  • Preference for spending 60% of time in-office or on-site with clients; typical work week of 37.5 hours.
  • Ability to sit or stand as needed throughout the day.
  • Willingness to travel across the US and Canada as required by clients.
