Position Summary

Reporting to the Director of Financial Services and Treasurer, the Manager of Assessment and Property Accounts is responsible for maintaining and updating the city's property assessment base, ensuring the accuracy of property tax, water, and stormwater client account databases, and managing receivables related to property taxes, water, and stormwater billing and fees.

Key Duties and Responsibilities
  • Identify and develop data management analysis to monitor properties with assessment value change potential, forecast, and maximize new revenue.
  • Lead the city's role in Assessment Review Board matters and manage relationships with the Municipal Property Assessment Corporation. Analyze impacts of provincial reassessment on Richmond Hill.
  • Guide and advise staff on maintaining client information within property tax and water databases for accurate billing.
  • Maintain and update property tax, water, and stormwater data on the client portal. Develop strategies to improve efficiency between clients, the portal, and applications.
  • Lead Revenue Services' response to inquiries and complaints, including through Access Richmond Hill case management.
  • Manage external communications such as bill messaging, templates, social media, and website content. Anticipate needs based on trends and develop FAQ messaging.
  • Manage accounts receivable for property tax, water, and SWM billings. Develop collection policies, monitor aged receivables, and establish KPIs.
  • Maintain and update electronic payment programs, online banking, and pre-authorized debit programs.
  • Identify and implement process improvements and update sectional policies.
  • Collaborate with the Manager of Revenue Billing on new property tax management application implementation.
  • Oversee the user-pay credit card payment options for property tax, water, and stormwater receivables.
  • Administer the stormwater fee, credit, and subsidy programs in collaboration with Infrastructure and Engineering Services.
  • Manage property tax assistance programs.
  • Stay informed on industry trends and recommend tariff fee revisions and process improvements.
  • Oversee electronic billing for property tax, water, and SWM bills when available.
Education and Experience
  • Degree in Public or Business Administration or related field.
  • OMTRA certification (Ontario Municipal Tax and Revenue Association) considered an asset.
  • Lean Six Sigma or Ontario municipal assessor designation considered an asset.
  • 5 to 7 years of progressive experience in a similar role.
Required Skills/Knowledge
  • Knowledge of Municipal and Assessment Act.
  • Understanding of payment processing guidelines.
  • Excellent client service skills and problem-solving abilities for challenging account issues.
  • Knowledge of property assessment for municipal taxation in Ontario.
  • Experience with a client self-service portal, preferably in the public sector.
  • Data analysis skills.
  • Experience with accounts receivable and collection processes in the public sector.
