Job description

POSITION SUMMARY:
Reporting to the Director of Clinical Informatics, the Manager- Clinical Applications is responsible for managing staff and activities providing support for St. Joseph’s clinical digital systems including its digital health record, Dovetale (EPIC). The Manager takes a leadership role in clinical care transformation by maximizing the benefits of SJHH’s information systems and providing consulting services on clinical information management. This Manager will lead efforts to ensure ongoing adoption, change management and sustained utilization of SJHH’s high quality clinical information systems.

As a key contributor to corporate-wide eHealth initiatives, the Manager will combine knowledge of change management, clinical transformation, clinical care information systems, computer systems, and new technologies to assist in the adoption, management and processing of clinical data and information to support the delivery of excellent clinical care.
The Manager is responsible for ensuring ICT services and support are aligned to best practices for including Infrastructure Library (ITIL) practices. This role is responsible for proposing, establishing, educating, implementing and monitoring service initiatives to enhance operating performance. This role works closely with other ICT manager roles in operations and security.

The Manager will be responsible to support ICT applications, upgrades, downtimes, communication, issues, and optimization requests while supporting change management initiatives. This role is responsible for ensuring the appropriate resources are certified with backup to support new build, change requests, while assisting with prioritization and issue resolution. The Manager helps to identify the scope of new initiatives and works to identify clear change management strategies to assist with adoption and acceptance. The Manager is responsible for oversight and planning with respect to integration of the clinical and business applications.
The manager assists the team to analyse, design, and evaluate information and communication systems that enhance individual and population health outcomes, improve patient care, and strengthen the clinician-patient relationship. This department interfaces with the Project Management Innovation Office (PMIO), ICT, Health and Financial Information Management, Clinical Programs and vendors, to translate needs into technical solutions.

PROJECT DESCRIPTION:
St. Joseph’s Healthcare Hamilton (SJHH) and Joseph Brant Hospital (JBH) are embarking on an exciting digital transformation project to implement Epic’s health information system (HIS) at JBH.

In this partnership, JBH will adopt SJHH’s version of Epic’s health information system (HIS), which is branded Dovetale. Both organizations will support the shared instance of Dovetale following the project’s implementation. The project goals are to enable safer patient care, empower healthcare providers and staff, make care more efficient, and improve the overall patient experience at JBH.

TRAVEL REQUIREMENTS:
The successful candidate will be part of an Integrated Team that will work closely with subject matter experts and leadership at JBH, SJHH, and Epic to carry out the implementation and would be active participants in joint and local committees. While remote work is supported, you will be required to travel to SJHH and JBH locations regularly to complete project activities. For successful candidates hired without Epic certification, you must hold valid travel documentation as you will be expected to travel to the United States to complete your certification requirements in September to October and/or whenever required.

QUALIFICATIONS:
-Undergraduate degree in Healthcare, Computer Science, Engineering, Business or related field, required
-Masters degree in E-health, MBA, Masters with minor in Information Management, preferred
-Professional membership in COACH, ONIG, CPHIMS, CNO, RNAO, and CNIA an asset
-Minimum 5 years’ experience in progressive leadership roles in a healthcare environment (academic acute care hospital preferred)
-Strong participatory leadership and team building skills
-Ability to support adult learners and support of innovative education strategies based on best practice
-Strong change management skills including supporting the adoption of complex projects requiring significant change management preferred
-Knowledge and application of LEAN, six sigma skills preferred
-Strong knowledge in hospital information systems and experience in development of technology to optimize patient care preferred
-Ability to develop and deliver relevant presentations to all levels of the organization
-Innovative critical thinking skills with the ability to analyze and problem solve
-Demonstrated experience with organizational change and improvement initiatives
-Demonstrated experience with strategic planning

RESPONSIBILITIES:
- Contributes, participates, and supports evaluation of informal initiatives related to the IT strategic plan in collaboration with PMIO.
-Plans and operationalizes each clinical information management project within the applications team as approved by the Director.
-Enables the successful outcomes by incorporating best practices, standardization of relevant information for decision-making and evaluating success metrics.
-Takes on a leadership role as an active participant on various committees, both internal and external to St. Joseph's Healthcare.
-Works strategically with programs to identify process improvement opportunities and process roadmaps for continuous improvements.
-Investigates alternative models to support business capabilities.
-Manages day-to-day support activities, i.e. responsible for oversight of ticket completion for clinical and supporting applications and any change management required.
-Provides support for unresolvable application issues requiring escalation during on-call periods.
-Works with programs to manage current operational needs and possible future expansions/retirements of the solutions.
-Manages the development, implementation, evaluation and maintenance of quality improvement initiatives which are in alignment with established SJHH standards, by understanding barriers that limit quality improvement on the applications side.
-Monitors quality improvement outcomes on a regular basis; develops action plans to address identified issues.
-Coach’s applications staff, technical and clinical partners to ensure that continuous quality improvement initiatives are incorporated into day-to-day activities.
-Measures and analyzes patient safety metrics within the department; recommends changes/improvements.
-Develops goals and objectives for the delivery of program service.
-Manages the implementation of initiatives to support operations of a department.
-Monitors, measures, and modifies processes to achieve program goals and objectives.
-Manages escalated complaints – e.g., delays in achievement of issue resolution, system downtimes, impact of system performance and end user satisfaction using change management strategies.
-Evaluates service satisfaction levels and responds to sensitive and/or complex patient/clinical service issues
-Applies a broad-based managerial and technical/clinical and/or professional knowledge and expertise across a diverse operating environment.
-Manages employee relations issues, providing front-line issue management; provides advice and counsel regarding recruitment and education initiatives.
-Serving as the direct Manager, is responsible for hiring, promoting, disciplining and terminating department staff, as required; in consultation with Human Resources
-Identifies and facilitates tactical issues through resolution in order for care to proceed in a clinical area and for business systems to support billing and inventory management.
- Works with project teams and sponsors to solve and facilitate strategic issues through resolution.
-Works with team members for risk identification, mitigation planning, and completion for existing and future systems.
-Ensures organizational readiness for application downtimes working collaboratively with other organizational managers
-Collaborates with peers in other regional hospitals/community service organizations to resolve problems and influences broader corporate/city-wide decisions.
-Recommends future resource and capital equipment needs as required.
-Recommends service agreements/purchase contracts and may participate in the negotiation of contracts within defined parameters, in keeping with procurement and signing authority requirements – e.g., engaged and provides input into decision making in Request for Proposal (RFP)/Request for Quotation (RFQ)/Request for Information (RFI), etc., vendor selection and contract negotiations specific to Clinical Information Systems.
-Participates in the development and implementation of research and external funding initiatives – i.e., Canada Health Infoway proposals as related to Clinical Informatics.

HOURS OF WORK:
Monday-Friday, days. May include evenings, weekends and on-call as required.
