Teranet Manitoba

Teranet Manitoba owns and operates the land titles and personal property registries as a service provider to the Government of Manitoba. Its main functions include certifying land titles, maintaining land records, and providing reliable information on financial interests in personal property to the public. Teranet Manitoba consists of two registries: the Land Titles Office, which maintains land ownership records and survey plans, and the Personal Property Registry, which manages registrations under Personal Property legislation.

What You’ll Be Doing

  • Managing a portfolio of small- to large-scale projects in Manitoba, aligned with the standards of the corporate Enterprise Project Management Office (EPMO).
  • Ensuring the delivery of new services, enhancements, and upgrades meet quality standards, are on time, and within budget, according to performance standards and the service agreement with the Province of Manitoba.
  • Monitoring and controlling projects by managing scope, proposing recommendations, and adjustments to the Executive Sponsor.
  • Identifying, quantifying, prioritizing, and managing project risks, issues, and interdependencies; establishing issue resolution processes.
  • Defining and tracking project milestones, developing and reporting on schedules, plans, metrics, and overall status.
  • Serving as the communication link to project sponsors and senior management through briefings and status updates.
  • Managing all aspects of the project lifecycle, collaborating with stakeholders to oversee project phases.
  • Developing and maintaining project documentation, including business cases, project charters, test plans, change requests, and budgets.
  • Working with Communications and Organizational Development teams to ensure effective training and communication of projects to staff.
  • Ensuring project results are of high quality, with clear scope and business benefits, and establishing benefit-tracking mechanisms.
  • Maintaining change management plans and integrating strategies into project plans.
  • Performing project assessments to evaluate feasibility based on lessons learned and stakeholder input.
  • Providing leadership, coaching, mentoring, and professional development to project teams and staff.

About You

  • You have at least 7 years of practical experience in IT application development and/or support.
  • You have at least 3 years of experience in a technical leadership role, managing and coaching development teams.
  • Knowledge and experience with ITIL are required.
  • You possess formal training in project management or equivalent experience.
  • You have demonstrated ability to meet development objectives, forecast requirements, and analyze variances.
  • Experience in hiring and managing technical staff.
  • Strong decision-making skills.
  • Knowledge of DevOps, Agile, RAD, and Cloud is an asset.
  • You are a strong communicator, able to convey technical information to non-technical stakeholders.
  • You build strong relationships within IT and with the business.
  • Ability to communicate in both French and English is an asset.
  • You are willing and able to travel within Manitoba.
