Position Summary
This position will be responsible for administering and enhancing vendor qualification, procurement & management processes, while championing contract administration and compliance. The position will negotiate and uphold agreement terms while maintaining vendor processes and relationships. Additionally the position will coordinate warranty and insurance claims, ensuring fair and timely resolution.
Essential Duties and Responsibilities:
Vendor Qualification and Procurement
- Develop and execute on procurement plans, including issuing Requests for Proposals and Tenders in accordance with legislative and regulatory requirements.
- Coordinate with team members to obtain scope of work, determine project timelines and other relevant information to support procurement processes.
- Prepare or assist in the preparation of procurement specific documents including contracts, specifications, evaluation criteria.
- Review qualifications, proposals, and bids, requesting clarification from proponents; Assist with the quality management of procurement processes and procedures, ensuring evaluations, awards and respondent debriefs are conducted fairly and transparently.
- Facilitate contract execution, negotiating agreements as appropriate.
- Maintain a robust network of qualified vendors in line with operational and project needs.
- Coordinate vendor onboarding and offboarding.
- Maintain, monitor and manage compliance of existing agreements, ensuring vendor information & reporting is up to date.
- Support ongoing vendor engagement following contract award, helping to interpret contract requirements while processing quotations, purchase orders, change orders, contract amendments, as required.
- Manage specific contracts and relations with vendors as appropriate, including all matters related to corporate office.
- Monitor vendor performance and work volume, conducting evaluations, mediations and recommending vendor changes as appropriate.
Material & Warranty Coordination
- Collect, organize and analyze material and warranty information
- Manage warranty claims, ensuring resolution and addressing conflicts or delays
- Enhance processes, procedures and forms to improve value, timeliness and accuracy across contract and warranty terms
- Analyze and manage inventory levels, confirming the delivery of orders while recommending and/or enacting changes to volumes and terms as appropriate
Insurance Claim Coordination
- Enhance and maintain various processes for initiating and managing insurance claims
- Communicate and follow-up with insurance companies and vendors on all active claims
- Support team members through the insurance claim process
Process Analysis & Support
- Analyze market and procurement trends, identifying, recommending and/or implementing strategies to reduce procurement costs and improve efficiency.
- Collaborate with cross-functional teams to gather functional and business requirements and propose appropriate technical solutions, specifications and processes.
- Participate in continuous improvement projects, identifying opportunities to streamline processes, improve efficiency & consistency, and enhance controls.
- Contribute to the implementation and management of HomeEd’s Enterprise Resource Planning (ERP) system.
- Support a variety of corporate initiatives and projects.

Education & Experience Qualifications:
- Must possess a minimum of three (3) years in procurement-related roles.
- A relevant credential from a post secondary education program. Bachelor of Commerce preferred.
- Strong understanding of procurement legislation and regulations, including the New West Partnership Trade Agreement and the Alberta Public Procurement Act.
- Experience in the property management industry is strongly preferred.
- Ability to work independently.
- Strong interpersonal and communication skills, with experience in handling conflict in a professional manner.
Physical Requirements:
- While performing the duties of this position, the employee is regularly required to possess sufficient physical ability and mobility to walk, stand and sit for prolonged periods of time; to frequently stoop, bend, kneel, crouch, crawl, climb, reach, twist, grasp and make repetitive hand movement in the performance of daily duties; to lift, carry, push and pull 5 - 50lbs; to operate assigned equipment, and to verbally communicate to exchange information.
- Must be physically able to climb ladders, bend or crawl into awkward spaces.
- In order to perform the duties of this position, the employee will need to be able to see in the normal visual range, with or without correction; and to hear in the normal audio range, with or without correction.
Work Requirements:
- Part of your job will be to work with people in high-risk situations and the vulnerable sector which requires a criminal record check.
- The job requires some travel. As such, the position must possess a driver's license valid in the Province of Alberta. Unless otherwise stated by HomeEd, the employee should have access to a reliable vehicle with appropriate vehicle insurance as well as a clean driving record as per HomeEd policies.
- Evening and weekend availability may be required.
