Bechtel is appointed as the Delivery Partner, supporting our customer Metrolinx as part of an integrated team, to help deliver the signature Ontario Line Subway Project, a transformational transit project for the Greater Toronto Area. The multi-billion-dollar project scope includes the design, build, operations and maintenance of all infrastructure and rail systems associated with 15 stations and over 15km of new alignment, being performed by two Public/Private Partnership (P3) Contractors, two Progressive Design Build Contractors and multiple advanced/early works contractors.

Job Summary:

The DVC Technical Delivery Manager is responsible for managing the interface between Don Valley Crossing Project with other Ontario Line projects through design and construction interface working groups. The role includes tracking engineering progress, supporting system integration onto civil works, and leading handover and commissioning.

The manager will also coordinate with the MX Asset Management and Maintenance team to ensure asset readiness, and oversee system assurance activities, including Construction Consent Gate approvals and execution of Verification and Validation (V&V) process. #LI-VB1

Major Responsibilities:

  • Leads a small team of project engineers and interface coordinators within the segment delivery area.
  • Manage the technical interface between the Engineer of Record (EoR) and the Contractor across the assigned project segment.
  • Coordinate with other Ontario Line projects through participation in the Design Interface Working Group and Construction Interface Working Group.
  • Track and report on engineering progress, including design deliverables, technical reviews, and schedule adherence.
  • Oversee the integration of system equipment into the civil infrastructure in coordination with relevant stakeholders.
  • Lead and coordinate handover and commissioning activities to ensure readiness for operations.
  • Collaborate with the MX Asset Management and Maintenance team to align on asset requirements and long-term maintainability.
  • Support and track the progression of work through the Construction Consent Gates process.
  • Monitor and ensure the execution of project Verification and Validation (V&V) activities in accordance with the system assurance plan.
  • Identify, escalate, and help resolve design and construction interface issues impacting project delivery.
  • Ensure alignment between civil and systems scopes across interfacing segments and contracts.
  • Participate in regular technical and progress meetings, providing updates and risk assessments.
  • Contribute to project reporting and assurance documentation related to technical delivery and system readiness.
  • Develops and owns the specific Delivery Segment section within the OL (Ontario Line) Engineering Management Plan.
  • Responsible for implementing any OL Engineering Management plans, procedures and processes cascaded by the Manager of Engineering.
  • Gather and assess information to ensure that interfacing contractors works and schedules are correlated and reconciled with specific Segment contractors' submission.
  • Take necessary care to properly protect the confidentiality, integrity, and availability of corporate information from unauthorized disclosure, modification, or destruction.
  • Never knowingly put Metrolinx’s information or information systems at risk.

Education and Experience Requirements:

Experience working with teams and stakeholders in the development and delivery of large infrastructure projects.

Level I

  • Requires bachelor's degree (or international equivalent) and 8-10years of relevant experience or 12-14 years of relevant work experience

Level II

  • Requires bachelor's degree (or international equivalent) and 10-13years of relevant experience or 14-17 years of relevant work experience

Required Knowledge and Skills:

  • Successful Engineering/ Interface Management track record on a major multidisciplinary rail project
  • Demonstrated technical writing, data management, verbal communication, presentation, and teaching skills.
  • A firm understanding of rail engineering procedures, principles, and concepts.
  • Ability to communicate across technical disciplines (engineering, construction, operations, maintenance).
  • Knowledgeable in planning and executing high value, multi-faceted lump-sum turnkey civil infrastructure projects.
