PBC Solutions is seeking a Regular Full-time Software Engineer (Information Management & Reporting) to join our expanding team!

Since spring 2023, we have led the digital transformation of Health Insurance BC Services (HIBC) for the BC Ministry of Health, managing services like MSP, PharmaCare, and future expansions into additional public and private sectors.

Position Summary

The Software Engineer - Information Management & Reporting (IM&R) develops scalable web applications in a continuous deployment environment.

This role is classified as Grid Level 24, with a salary range of $89,727 - $102,825 (2024 rates), including a Temporary Market Adjustment (TMA) of 9.4%.

Primary Duties

  • Develop front-end and back-end enterprise solutions across various platforms, emphasizing mobile-first and test-driven design.
  • Lead project coordination, including defining project scope, planning, and resource management.
  • Analyze, design, and implement applications to meet user requirements.
  • Participate in database development, data modeling, and data warehouse architecture.
  • Recommend development tools and database configurations, managing upgrades and enhancements.
  • Design, code, and maintain ministry-specific applications, including technology upgrades.
  • Automate build, testing, documentation, and deployment processes.
  • Advise on solutions, evaluate products, and assess risks.
  • Ensure client needs are understood and met throughout project lifecycles.
  • Interpret infrastructure and system requirements, contributing to system design.
  • Evaluate new technologies for integration and application suitability.
  • Identify system issues and manage development contractors for improvements.
  • Collaborate across teams in an agile environment.
  • Communicate technical concepts effectively to non-technical stakeholders.
  • Serve as a subject matter expert on working groups and committees.
  • Perform other duties as assigned.

Required Education and Experience

  • Bachelor's degree in a related field with 2 years of experience, OR
  • Diploma with 3 years of experience, OR
  • Certificate/coursework with 4 years of experience.

Equivalent experience may be considered, including:

  • Experience as an Intermediate Stack Developer.
  • Experience with API development, integration, and continuous deployment environments.

Knowledge, Skills, and Abilities

  • Frontend and backend development knowledge.
  • Experience with version control (Subversion, Git) and open-source development.
  • Understanding of agile methodologies.
  • Knowledge of relational and non-relational databases.
  • Strong analytical and problem-solving skills.
  • Knowledge of Data Warehousing, data modeling, and reporting.
  • Experience with Cloud Infrastructure (AWS, Azure).
  • Proficiency in ETL processes and tools like Informatica, Apache NiFi, AWS Glue.
  • Experience with DevOps pipelines (Jenkins, GitLab CI/CD, Azure DevOps).
  • Familiarity with containerization/orchestration tools like OpenShift.
  • Creative problem-solving, continuous learning, results orientation, teamwork.

Location: Hybrid work model in Victoria or Vancouver, with occasional in-person meetings.
