Job summary

Artelia Canada is seeking an experienced field inspector to verify electrical distribution installations across Ontario. You will perform site inspections, collect data, and ensure conformance with safety codes and Hydro One standards.

This role requires strong reporting and coordination with project teams. The position offers on-site field work with a focus on accuracy, documentation, and timely NCR submissions.

Qualifications

  • Electrical, Civil, or Utility Engineering background (diploma or degree preferred).
  • 3+ years experience in electrical distribution system inspection or utility work.
  • Knowledge of OESC, Ontario Regulation 22/04, and Hydro One standards.
  • Proficiency with GIS software, digital measuring devices, and field data tools.
  • Ability to read electrical distribution designs and construction drawings.
  • IHSA Electrical Safety Awareness training or equivalent.
  • Valid driver’s license; willingness to work on-road and off-road.

Responsibilities

  • Conduct site inspections of electrical distribution projects to verify compliance with designs and safety rules.
  • Inspect installations: circuit framing, transformers, poles, bore work, conduits, and unique sites.
  • Verify alignment with OESC, Reg 22/04, and Hydro One specs.
  • Ensure site remediation is completed and documented.
  • Collect GPS coordinates of conduits before trenching; document non-compliance with NCRs.
  • Submit NCRs and reports within required timeframes using client systems.
  • Follow health, safety, and environmental regulations; report hazards.
  • Coordinate with project teams, contractors, and client reps; provide progress updates.

Job Description
  • Conduct site inspections of completed electrical distribution projects to verify compliance with as-built designs, technical standards, and safety regulations.
  • Inspect installations such as primary/secondary circuit framing, transformers, poles, directional drilling, road bores, conduit installations, and unique locations (e.g., islands, swamps, waterways, high groundwater areas).
  • Validate that all construction work aligns with Ontario Electrical Safety Code (OESC), Ontario Regulation 22/04, and Hydro One’s technical specifications.
  • Ensure that site remediation (e.g., removal of old equipment, repair of site damage) is completed.

Data Collection & Reporting:

  • Collect and validate GPS coordinates of underground conduits before trench backfilling.
  • Capture and document non-compliance issues, including photographs, descriptions, and technical references.
  • Complete Non-Compliance Reports (NCRs) and submit findings within the client’s required timeframe.
  • Use Hydro One’s electronic systems to manage work packages and submit reports (JUMP, Blackberry Workspace, Fieldglass).

Compliance & Safety:

  • Ensure all field activities follow health, safety, and environmental regulations.
  • Immediately report any imminent hazards to the Contract Operations Manager.
  • Adhere to the Building Broadband Faster Act (BBFA) for joint-use work execution.
  • Maintain records of daily field logs and inspections.

Communication & Coordination:

  • Acknowledge and confirm work requests within one business day of assignment.
  • Provide regular updates on inspection progress and submit reports within five business days.
  • Coordinate with project teams, contractors, and client representatives to ensure efficient verification and data collection.

Qualifications & Experience:

  • Electrical, Civil, or Utility Engineering background (diploma or degree preferred).
  • 3+ years of experience in electrical distribution system inspection, construction verification, or utility work.
  • Knowledge of Ontario Electrical Safety Code (OESC), Ontario Regulation 22/04, and Hydro One technical standard.
  • Knowledgeable in using GIS software, digital measuring devices, and field data collection tools.
  • Ability to read and interpret electrical distribution system designs and construction drawings.
  • Strong understanding of utility infrastructure, pole line construction, and underground electrical installations.
  • Electrical Safety Awareness training from the Infrastructure Health and Safety Association (IHSA) or equivalent.
  • Valid driver’s license and experience working in both on-road and off-road environments.
Qualifications
  • Strong analytical and problem-solving skills;
  • Ability to work independently with minimal supervision;
  • Detail-oriented with strong technical report writing skills;
  • Excellent communication skills for reporting and client interactions;
  • Proficiency in Microsoft Office Suite, digital inspection tools, and data management software.
