Full Time - Disaster Recovery Specialist I

IEM is looking to bring on a Full Time Disaster Recovery Specialist I who will support IEM's State and Local Disaster Response and Recovery Team with FEMA disaster recovery efforts. The role involves working hand-in-hand with state/local government and private non-profit representatives to guide them through the Public Assistance process.

Primary Location:

  • Live anywhere that meets remote work requirements in the United States including Puerto Rico.
  • Work may be in the field, in an office environment, or remote, depending on project needs.
  • Schedule may include weekends or more than 40 hours per week.
  • Assignments could last 1-12 months with potential extension.

Travel Requirements:

  • Travel across the U.S. and Puerto Rico to client sites as needed.
  • Expenses are reimbursable according to Federal Travel Regulations or DoD Regulations.

Essential Functions:

  • Provide programmatic assistance to applicants and ensure compliance with grant policies.
  • Identify impacts of policy changes.
  • Perform damage assessments, develop inventories, scopes of work, and cost estimates for FEMA funding eligibility.
  • Review documentation for subawards and ensure proper reimbursements.
  • Assist with grant performance monitoring and work closely with federal, state, and local representatives.

Minimum Qualifications:

  • At least 1 year of experience with FEMA Public Assistance or similar FEMA Grant Programs.
  • Ability to interpret grant policies, read guidelines, and communicate effectively.
  • Ability to work independently and in a team under tight deadlines.
  • Willingness to obtain and maintain a federal security clearance.
  • Basic understanding of Public Assistance 428 and 406 Mitigation, disaster recovery, and related legislation.
  • Experience with IT tools and document management systems.

Preferred Qualifications:

  • Bachelor's degree in engineering, public administration, emergency management, or related fields.
  • Experience in government, medical, transportation, or utilities sectors.
  • Professional certifications such as PE, EIT, or Project Management.

Additional Information:

  • Office locations are typically in client-owned or IEM-owned offices; all candidates must follow office rules.
  • Remote work requires minimum internet speeds of 25 Mbps upload and 3 Mbps download, with a ping rate of 100 ms or less.
  • Site assessments may involve exposure to harsh conditions and physical activity.

Benefits:

  • Salary: $60,000 - $73,000 based on experience and location.
