Job description

Are you a senior leader ready to shape and deliver integrated waste management solutions in support of a complex nuclear restoration mission? In this role, you will provide strategic leadership for technical waste services, align resources across engineering and program teams, and ensure compliant waste characterization and shipment activities. You will play a critical role in enabling the safe, efficient delivery of the Whiteshell Laboratories Restoration Project (WLRP), protecting workers, the public, and the environment while meeting regulatory and program commitments.

Responsibilities
  • Provide direct management of Waste shippers, Waste Characterization Services and Waste Strategy and functional management of Waste Advisors, Waste Generators and Waste Receivers.
  • Provide the primary interface for Whiteshell (WL) on the waste program to the CNL Waste Function.
  • Develop and maintain the waste metrics for Whiteshell in concert with the CNL waste function.
  • Coordinate the interface with the site support groups and the supply chain, as required, to secure the necessary resources to deliver the Waste Services program.
  • Provide the planning and engineering oversight for work across the Waste Services program to ensure that the various initiatives are set up for success.
  • Coordinate the implementation of effective waste processes across the CNL sites in alignment with the CNL Waste Management Program requirements.
  • Lead the implementation of business and technical improvement initiatives across the Waste Services program.
  • Provide the Program Management oversight in the preparation of reports, including budgets and funding requests, related to the Waste Services divisions, such as APWB, 5- and 10-year plans, etc.
  • Provide business leadership a small portfolio of significant complexity/risk to achieve long-term (3 to 5 years) and strategic results, such as:
    • Support setting the strategy for the WL commercial portfolio as it pertains to Waste Services.
    • Provide leadership to deliver results in line with the portfolio’s goals.
    • Oversee and coordinate the delivery of commercial projects which require Waste Services support.
    • Support internal and external cross-portfolio strategic commercial WL initiatives.
  • Provide detailed strategic planning to ensure the Waste Services programs are planned, resourced and executed in a timely and cost-effective manner.
  • Develop, hire, train, motivate and effectively utilize Division staff to achieve Division objectives, including safe and compliant operation of a number of nuclear facilities, improved performance, and ensuring appropriate succession planning.
  • Maintain effective interaction with union trades, subcontractors, clients, regulators, citizen groups and other stakeholders.
  • Represent CNL in various national and international nuclear waste management networks.
  • Support other elements of the DWM mission, as required.
  • All Waste Services management share the same general responsibilities, which include:
    • Enforcing management expectations regarding safe work practices, consequences of not following safe work practices, and performance management issues in their respective branches.
    • Ensure all activities are performed in accordance with the applicable CNL quality programs, procedures, and Governing Documentation Indexes (GDIs), through activities such as document review and approval, oversight, self-assessment and audit processes, and monitoring of the ImpAct process.
    • Stopping work - when it is deemed necessary.
    • Develop department goals and objectives and monitoring performance against them.
    • Other duties as assigned by your manager.
Qualifications
Education
  • Engineering or scientific education and/or background, with expertise minimum of 10 years in the nuclear field and demonstrated program management and leadership experience.
Experience
  • Experience and technical background sufficient to lead strategic planning, development and execution of best practices in facilities/nuclear facilities operations.
  • Experience delivering presentations to large audiences and a good understanding of the requirements for communicating with oversight bodies, executive committees, elected officials, interest groups and the media.
Knowledge, Skills & Abilities
  • A strong grounding in the technical and regulatory dimensions of nuclear and conventional operations and program planning and demonstrated ability to apply regulations and standards appropriately and communicate same.
  • Demonstrate strong leadership skills, to support and articulate the organization’s vision/mission at all levels and have a proven ability to achieve results.
  • Strong communication skills, both written and oral, to communicate with a variety of organizations and at a variety of levels.
  • Demonstrated business sense and financial knowledge to adequately plan, manage and monitor Division budgets to meet financial objectives.
  • Demonstrated managerial responsibilities of major projects, facilities or technical support programs.
  • Must have a broad understanding of the organization to ensure coordination of work through appropriate groups, programs and activities.
  • Ability to coordinate time with multiple issues and projects.
  • Ability to foster a team environment by understanding and managing group dynamics.
  • Good problem resolution skills.
  • Strong human resources skills, ability to listen and address human resource issues, and motivate staff to achieve high levels of professionalism.
  • Good understanding of change management concepts.
  • Interfaces nationally and internationally as required.
Security Clearance Eligibility Required
  • Level 2 Secret requires a minimum of 7 years of verifiable history in Canada, Australia, New Zealand, the United States, and/or the United Kingdom. CNL implements security screening in accordance with the Treasury Board of Canada Secretariat's “Standard on Security Screening” and the “Policy on Government Security.”
Working Conditions

Working schedule: We have a compressed work week: Four (4) days per week, ten (10) hours per day for a forty (40) hour work week, starting at 6:00 a.m. to 4:30 p.m.
