Shape total compensation strategies for a stronger Ontario

Join the Ontario Public Service (OPS) as a Director for the Total Compensation Strategies Branch and lead enterprise-wide strategies that support the OPS employment value proposition as it pertains to salaries, pensions, and insured benefits. This role is critical in developing, implementing, and maintaining policies that attract and retain top talent in a complex and dynamic workplace with both unionized and non-unionized employees.

As an executive leader, you will serve as a key connector across ministries, with external partners and broader public sector agencies, and with political staff providing strategic insight, governance and thought leadership on compensation matters.

You will oversee four teams of experienced specialists responsible for benefits research and collective bargaining strategy support, bargaining and non-bargaining compensation policy, pension policy, and benefits governance and appeals. This a unique opportunity to influence how Ontario designs and delivers compensation strategies for thousands of employees across the province.

About the job

Leading the Total Compensation Strategies Branch and reporting to the Assistant Deputy Minister, you will :

  • provide strategic leadership to a branch of compensation, benefits and pension specialists
  • develop compensation strategies for the OPS including base compensation, incentive programs, pensions, and benefits for bargaining-represented and non bargaining represented employees
  • collaborate with partner ministries and broader public sector (BPS) employers to support the development of total compensation strategies
  • lead the development of total compensation policy proposals and submissions for the approval of Treasury Board (TB) / Management Board of Cabinet (MBC) and Cabinet, and the Public Service Commission
  • establish and maintain partnerships with all OPS ministries, external employers, pension boards, Minister's staff, Ministry of Finance and TB / MBC, bargaining agents, benefits insurance carriers, actuaries, and compensation research organizations for jurisdictional scans

  • oversee enterprise-wide and agency compensation strategies, ensuring alignment with legislative frameworks and public sector accountability
  • demonstrate experience establishing total compensation systems, including pay, benefits, pensions, and governance frameworks
  • lead staff to resolve complex labour matters and ensure compliance with collective agreements and government human resources directives and policies
  • demonstrate strong policy acumen and the ability to learn how to navigate government decision-making processes

Relationship Management

You are a relationship builder who :

  • maintains effective partnerships across the OPS, BPS, and externally with compensation service providers
  • brings strong political awareness and judgement to provide trusted advice on high profile and sensitive issues
  • communicates complex ideas effectively to diverse audiences, including ministers, deputy ministers, agencies, bargaining agents, and external compensation partners
  • facilitates solutions amongst leaders with divergent perspectives
