Director, RBT2 Infrastructure Delivery

The Vancouver Fraser Port Authority is an arm's-length federal agency responsible for the shared stewardship of the lands and waters that make up the Port of Vancouver, Canada's largest port. Our mandate, as outlined in the Canada Marine Act, is to enable Canada’s trade objectives on behalf of all Canadians, ensuring goods are moved safely through the Port of Vancouver, while protecting the environment and considering local communities.

Located on the southwest coast of British Columbia, the port extends from Roberts Bank and the Fraser River up to and including Burrard Inlet. Geographically, the port is about the same size as the next five largest Canadian ports combined. Its jurisdiction includes more than 16,000 hectares of water, over 1,500 hectares of land, and hundreds of kilometres of shoreline, bordering 16 municipalities and intersecting the traditional territories and treaty lands of 35 Coast Salish Indigenous groups.

Trade through the port connects Canadian businesses to international markets and consumers with a variety of products used daily worldwide, generating tax revenues and secure employment for local communities. The port hosts 29 major terminals and more than 1,000 tenants, making it the most diversified cargo-handling port in North America.

As a key member of the senior leadership team at the Vancouver Fraser Port Authority, the Director, RBT2 Infrastructure Delivery champions the organization’s purpose of enabling Canada’s trade by being reliable and innovative, while protecting the environment. This role provides strategic leadership to the technical and commercial teams for the multi-billion dollar RBT2 project, ensuring cost-effective achievement of project objectives. The Director is accountable for ensuring engineering solutions are constructible, meet operational performance criteria, comply with legal requirements, and satisfy conditions of regulatory approvals and permits. Additionally, this role involves developing and implementing the infrastructure procurement and contracting strategies, including the competitive selection processes, contract negotiations, and performance management of contractors, consultants, and suppliers.

The ideal candidate will have a university degree and senior management experience leading technical design development, procurement, construction planning, and implementation phases for large-scale infrastructure projects, preferably in a ports or marine setting. Experience with various procurement and contracting models, including collaborative approaches such as Alliance or progressive design-build, and a proven track record of managing multidisciplinary teams, project timelines, budgets, and resources are critical. Strong leadership, management, communication, and public speaking skills are essential to effectively collaborate with stakeholders, including government, business, and the public, representing the port authority as a forward-thinking organization and world-class port. A focus on customer service, strategic decision-making, proactive initiative, and effective planning will contribute to success in this role.
