The Vision

At CRWS, we are creating a Project Management Office (PMO) that will become the nerve center of our project delivery capabilities. Our aspiration is to :

  • Become the #1 Project Management provider for rolling stock and railway projects.

  • Build a reputation for execution excellence across North America. The PMO Director will be a key architect of this vision — leading internal initiatives, managing major projects, and driving business growth.

The Role

Reporting directly to the Chief Operating Officer (COO), the PMO Director holds a hands-on leadership role that blends strategic planning, team management, and field execution.

Key Responsibilities :

Lead Strategic Projects :

  • Manage flagship projects, primarily in manufacturing environments such as rolling stock modernization, refurbishment, or new builds.

Develop the PMO :

  • Build the PMO structure from scratch.
  • Develop and implement budget monitoring and project planning tools.
  • Build the corporation’s project roadmap, including capacity mapping and capacity management.
  • Define and implement processes, KPIs, governance models, and reporting practices.

Project & Program Management :

  • Oversee multi-million-dollar programs across engineering, manufacturing, and delivery phases.
  • Ensure full alignment with financial, schedule, and technical objectives.

Bid Management :

  • Lead technical and project strategy for major bids.
  • Contribute to cost estimation, resource planning, and execution strategies.

Business Development :

  • Develop and expand CRWS’s service offering in Project Management.
  • Identify new business opportunities and actively contribute to client acquisition.
  • Build and nurture a strong professional network within the railway, transportation, and manufacturing sectors.
  • Collaborate closely with the executive team to align project management capabilities with CRWS’s strategic growth plan.

Field Leadership :

  • Maintain a strong presence on project sites and manufacturing shops to support execution and team alignment.
  • Foster collaboration across engineering, production, logistics, procurement, and quality teams.

Requirements :

Education & Certifications :

  • Bachelor's degree in Engineering, Business Administration, or a related field.
  • PMP Certification is mandatory.
  • MBA is considered an asset.

Experience :

  • 7+ years of progressive experience in project management.
  • Significant experience working in manufacturing or rolling stock environments.
  • Proven ability to manage multi-disciplinary teams across engineering, production, planning, quality, and procurement.
  • Experience building or leading a PMO is a strong asset.

Skills and Attributes :

  • Expert user of MS Project and / or Enterprise Project Management (EPM) tools.
  • Leadership : Strong ability to lead, mentor, and inspire teams.
  • Operational and Strategic Acumen : Skilled in managing project execution while contributing to long-term strategic growth.
  • Problem Solving : Quick thinker, capable of navigating complex and high-pressure situations.
  • Client-Oriented Mindset : Skilled communicator and business developer.
  • Organized and Analytical : Rigor in project monitoring, risk management, budgeting, and reporting.
  • Field-Focused : Comfortable and motivated working on the shop floor and in project execution environments.
  • Fluent in English (spoken and written); French is an asset.

Mobility :

  • Willingness to travel approximately once a month.
