Job Summary (Primary Function)

The Director, Government Affairs is the primary point of accountability for an assigned set of key regional payers and is a field-based role. Major responsibilities of the candidate include strategy development and execution for this set of customers to drive market access goals for Incyte’s products within agreed financial and operating limits. The Director develops and executes regional strategy and communication to support the business with all regional market access stakeholders. The candidate establishes and maintains high-level stakeholder relationships and maintains awareness of organization structure, key decision makers within key accounts and identifies business drivers and partnership opportunities for Incyte.

Essential Functions Of The Job (Key Responsibilities)

  • Builds, maintains, and engages an extensive network of relevant stakeholders within the assigned region to develop government, physician, and patient advocates in support of national and regional reimbursement initiatives, regional and national policies, and regional patient support.
  • Participates on cross-functional teams, acts as an advisor on issues pertaining to reimbursement in their region.
  • Develops, coordinates execution, and monitors effective reimbursement strategy projects, and schedules for the completion of market access projects related to payer-stakeholders in their assigned region. Is the primary contact/liaison within their assigned region and optimizes payer reimbursement and formulary listings.
  • Effectively communicates product value proposition through educational activities and presents proposals to payers at pre-and post-launch of new products and services to secure optimal reimbursement.
  • Address the needs of decision-makers within an account; coordinate input from other Incyte teams (e.g., Medical Affairs, Marketing Teams, etc.), and work with sales team to ensure sales pull-through of listed products.
  • Works in collaboration with the Market Access team to support the preparation of payer-specific product submissions, ensuring specifications and timelines are met, or exceeded.
  • Negotiates win-win proposals for product listing agreements, when applicable, with payers and key influencers/stakeholders to gain product listings/funding.
  • Identifies and coordinates regional initiatives and managing budget allocated to these activities.
  • Monitors payer trends and drug reimbursement policy issues in the assigned region to identify and address opportunities and challenges and advises all relevant internal colleagues/teams across the organization.
  • Communicates clinical criteria for funding and payer coverage policies for Incyte’s portfolio of products to all internal and external stakeholders. Identifies, resolves, and communicates dispensing and/or product access issues or trends to the impacted regional teams and external stakeholders.
  • Actively leads and manages product contracts including initial product listings, renewals as well as monitoring and/or executing all other terms and conditions, including coordination of legal and financial functions.
  • Participates on Industry Associations’ Working Group(s) / committees as appropriate.

Qualifications (Minimal acceptable level of education, work experience, and competency)

  • Minimum of 10 years of experience in a similar role pharmaceutical/biotech industry
  • Demonstrated key payer relationships and accomplishments at the national and local level.
  • Minimum 5 years of experience in any of the Market Access segments of the business: reimbursement, formulary listings, health plans, pharmacy benefit managers
  • Major Payer listings/reimbursement experience
  • Minimum undergraduate degree in science/management/or equivalent
  • Ability to live and work in Canada.
  • Highly motivated self-starter with ability to perform in a fast-paced, ever-changing environment.
  • Excellent oral and written communication skills required.
  • Ability to work independently and take the lead role on assigned projects.
  • Proven ability to partner with internal and external team members.
  • Have successfully demonstrated the ability to build strong relationships with high level leaders and external stakeholders.
  • Key account management skills including contracting and negotiating.
  • Recent experience with product negotiations – leading a PCPA negotiation considered an asset.
  • In-depth knowledge of Canadian Public and Private reimbursement and formulary listings processes
  • In-depth pharmaceutical market knowledge: including government regulations, and legal considerations.
  • Strategic thinking: understand account priorities and impact on individual decision-makers.
  • Consultative partnerships: ability to identify emerging stakeholder needs and to problem-solve innovative ways (programs, contracts etc.) to help Incyte meet those needs.
  • Ability to navigate a complex organization: ensure access and appropriate engagement with key individuals in National and Regional accounts.
  • Ability to travel up to 60% domestic and potential international travel as dictated by business and customer meetings.
