Job Summary: The Director of Operational Quality reports to the Senior Vice President of Operations and has a national focus. The role is responsible for driving data-driven decision-making to support quality assurance, optimize processes, and strengthen operational capability and efficiency in our care delivery operation. Successful candidates must reside in Ontario, Canada, or Nova Scotia, Canada.

Key Responsibilities:

  • Leads, mentors, and develops the Workforce Management Analytics and Performance & Accountability teams.
  • Manages the budget for the Workforce Management and Performance & Accountability teams, ensuring development and adherence.
  • Collaborates with the Senior Director of Digital Information Systems to identify and implement digital solutions that enhance operational capacity and performance, following established standards.
  • Fosters a culture of accountability, continuous improvement, and innovation within the team.
  • Sets objectives, monitors performance, and supports professional growth.
  • Provides data analytics and decision support to teams across provinces to improve performance and decision-making.
  • Works with Associate Vice Presidents of Home and Community Care to optimize data use and reporting metrics.
  • Supports strategic growth and partnerships through data insights and informed recommendations.
  • Assists in labor and employee relations during bargaining by analyzing collective agreements and operational impacts.
  • Identifies trends, forecasts resource needs, and supports workforce deployment decisions.
  • Develops dashboards and reporting tools for real-time workforce and operational insights.
  • Drives process improvements to standardize operations and reduce inefficiencies.
  • Collaborates with teams to optimize resource allocation and service delivery models.
  • Leads projects focused on operational excellence, utilizing Lean methodologies where applicable.
  • Uses data analytics to identify disparities in care delivery, supporting health equity initiatives.
  • Supports the implementation of technology platforms for workforce planning and service delivery improvements.
  • Monitors emerging technologies and industry best practices to inform strategy and innovation.
  • Conducts environmental scans to identify shifts in care needs, legislation, and market dynamics, providing actionable insights.
  • Ensures alignment with the organization’s strategic plan and resource use.
  • Contributes to strategic planning with analysis and recommendations.

  • Leads client and family engagement initiatives and maintains accreditation standards.
  • Promotes a safe and healthy workplace, complying with safety regulations and reviewing safety KPIs.
  • Ensures adherence to the VON Safety Management System and Safe Work Practices.
  • Fosters work/life balance, professional excellence, and personal health.
  • Encourages the use of technology for knowledge management.
  • Maintains confidentiality and protects personal information according to policies and regulations.

External and Internal Relationships:

  • Builds effective relationships with VPs, senior directors, and operational staff for process improvements.
  • Collaborates with corporate teams to ensure compliance with legislative and contractual requirements.
  • Develops strong stakeholder relationships internally and externally, including funders.

Education, Designations and Experience:

  • Bachelor’s Degree in Engineering, Business Administration, Health Administration, Data Analytics, or related field (Master’s preferred).
  • At least 8 years of leadership experience in workforce management, analytics, or performance management, preferably in healthcare or community services.
  • Minimum of 2 years’ experience in home and community care or support services.
  • Proven leadership in team management, process improvement, and digital transformation.
  • Strong analytical skills, expertise in data visualization and workforce management software.
  • Excellent communication, collaboration, and strategic skills.

Others:

  • Current satisfactory Criminal Records Check required.
  • Vulnerable Sector Search and/or Child Abuse Registry Check may be required.
  • French language skills are an asset in designated areas.
  • Hybrid work model with travel between provinces as needed.
  • Ability to work in a fast-paced, dynamic environment with multiple stakeholders.

Working conditions include physical activity such as lifting, carrying, bending, and walking, with an emphasis on body mechanics. The role involves standing, sitting, and climbing stairs throughout the day, with tasks requiring fine hand movements.
