Job Summary: The Director of Operational Quality reports to the Senior Vice President of Operations and has a national focus. The role is responsible for driving data-driven decision-making to support quality assurance, optimize processes, and strengthen operational capability and efficiency in our care delivery operation.

Key Responsibilities:

  • Leads, mentors, and develops the Workforce Management Analytics and Performance & Accountability teams.
  • Oversees management of the budget for these teams, ensuring adherence to financial plans.
  • Collaborates with the Senior Director of Digital Information Systems to identify and implement digital solutions that enhance operational capacity and performance.
  • Fosters a culture of accountability, continuous improvement, and innovation within the teams.
  • Sets objectives, monitors performance, and supports professional growth.
  • Provides data analytics and decision support to enhance performance and informed decision-making across provinces.
  • Works with Associate Vice Presidents to optimize data use and reporting metrics.
  • Supports strategic growth by leveraging data insights for operational strategy development.
  • Assists in labor and employee relations by analyzing collective agreement provisions and operational impacts.
  • Identifies trends, forecasts resource needs, and supports workforce deployment decisions.
  • Develops dashboards and reporting tools for real-time insights into workforce and operational performance.
  • Drives process improvements to standardize operations and reduce inefficiencies.
  • Collaborates with cross-functional teams to optimize resource allocation and service delivery.
  • Leads projects focused on operational excellence, utilizing Lean methodologies where applicable.
  • Uses data analytics to identify disparities in care delivery and outcomes, supporting health equity initiatives.
  • Supports the implementation of technology platforms to enhance workforce planning and service delivery.
  • Monitors emerging technologies and industry best practices to inform strategic decisions.
  • Conducts environmental scans to identify shifts in care needs, legislative changes, and market dynamics.
  • Ensures alignment with the organization’s strategic plan and resource optimization.
  • Contributes to strategic planning with insights and recommendations.

Leadership Responsibilities:

  • Promotes VON’s strategy and its role as an integrated community care provider.
  • Aligns community opportunities with VON’s strategic goals.
  • Provides leadership in navigating unionized and non-unionized environments.
  • Leads, motivates, and develops staff; fosters a positive workplace culture.

  • Ensures communication channels for organizational updates and feedback.
  • Supports performance development and learning plans for staff.
  • Encourages staff engagement, recognition, and achievement of KPIs and milestones.
  • Leads initiatives to enhance client and family engagement and maintains accreditation standards.
  • Promotes a safe and healthy workplace in compliance with Occupational Health and Safety regulations.
  • Supports work/life balance and professional development.
  • Encourages technology use for knowledge management.
  • Maintains confidentiality and data protection policies.

External and Internal Relationships:

  • Establishes effective relationships with VPs, Senior Directors, and other stakeholders.
  • Collaborates with corporate teams to ensure compliance with legislative and contractual requirements.
  • Builds relationships with external stakeholders, including funders, to meet reporting and quality improvement standards.

Education, Designations and Experience:

  • Bachelor’s Degree in Engineering, Business Administration, Health Administration, Data Analytics, or related field (Master’s preferred).
  • Minimum of 8 years of leadership experience in workforce management, operations analytics, or performance management, preferably in healthcare or community services.
  • At least 2 years’ experience in home and community care or community support services.
  • Proven experience in team leadership, process improvement, and digital transformation.
  • Strong analytical skills, including data visualization and workforce management software expertise.
  • Excellent communication, collaboration, and strategic thinking skills.

  • Current satisfactory Criminal Records Check required.
  • Vulnerable Sector Search and/or Child Abuse Registry Check may be required.
  • French language skills are an asset in French-designated areas.
  • Hybrid work model with travel between provinces as needed.
  • Ability to work in a dynamic environment with multiple stakeholders.
