Based out of Victoria and reporting into the Vice President, Pacific Region, the Director of Operations has overall accountability for the operations of Class 2 and 3 airports in the province of British Columbia. This role provides leadership to the Regional Managers in ensuring compliance with Canadian Air Transport Security Authority (CATSA) regulations, overseeing the execution of Service Level Agreements (SLAs), and driving strategic initiatives to improve operational efficiency and effectiveness. The Director of Operations will set the strategic direction for screening operations, lead cross-functional teams, manage stakeholder relationships, and foster a culture of operational excellence and inclusivity.
Key Responsibilities
Strategic Leadership & Operational Excellence
- Provide leadership to the Regional Managers who oversee the following locations : Victoria, Nanaimo, Comox, Campbell River, Abbotsford, Penticton, Cranbrook, Castlegar and Kamloops.
- Lead the development and execution of operational strategies to exceed SLAs, ensuring alignment with CATSA’s regulations on safety and passenger experience.
- Balance client satisfaction with cost-efficiency, optimizing operations to maximize performance while reducing operational costs.
- Continuously assess and improve processes, leading initiatives that streamline operations, increase productivity, and minimize inefficiencies.
- Develop strategies to drive improvements and meet key performance metrics.
- Lead organizational change initiatives, ensuring transparency, accountability, and continuous improvement across operational teams.
Client & Stakeholder Engagement
- Serve as the primary liaison between PASS and CATSA, maintaining strong relationships and ensuring compliance with regulatory and contractual obligations.
- Act as the point of contact for PASS executive leadership and external stakeholders, reporting on operational performance and providing strategic updates on key initiatives.
- Lead innovation and change management initiatives, ensuring smooth transitions during shifts in operational policies, processes, staffing, or strategy.
- Collaborate with Union and internal teams to address challenges in collective bargaining and operational changes.
- Provide decisive leadership during operational disruptions, ensuring timely and effective resolutions to staffing shortages, security incidents, or other crises.
- Develop and implement risk mitigation strategies to ensure business continuity, safety, and minimal disruption in high-pressure situations.
- Maintain clear communication with all stakeholders during crises, ensuring transparency and accountability.

Qualifications & Experience
- Bachelor's degree in Business Administration, Management, Finance, Criminology, Public Policy, or a related field. A master's degree is preferred.
- Management experience in security operations, aviation security, or related fields, with at least 10 years of relevant experience.
- At least 5 additional years of experience in senior management roles, ideally in unionized environments.
- In-depth knowledge of CATSA regulations, airport security protocols, and operational best practices.
- Ability to manage large, diverse teams and lead complex operations while maintaining high levels of client satisfaction.
- Strong strategic planning skills and the ability to drive operational improvements and meet key performance metrics.
- Ability to obtain Federal Government Secret Clearance and Transport Canada clearance.

Salary : $145,000 - $154,500
