Summary

Reporting to the Executive Director, the Director of Member Programming and Services is a member of PARC’s leadership team and plays a key role in strategic planning, operational execution, and public representation. The successful candidate will work collaboratively across departments and with external partners to ensure programs are responsive to evolving community needs, promote social inclusion, and foster a strong sense of belonging among members.

About the Parkdale Activity-Recreation Centre

We work with people who live with mental health and substance use challenges. They may also struggle with issues related to poverty such as houselessness and food insecurity. We have a drop-in centre with social, art and recreation activities, and offer a wide range of services and programs including housing, financial, employment and outreach support.

Director, Member Programming and Services

PARC is seeking a Director, Member Programming and Services, who will provide leadership in the design, development, and oversight of all aspects of member programming. This includes case management, Drop-In and small group activities, employment programming, Money Matters, peer programming, Housing Access, supportive housing, and all other member-focused events and supports. This role ensures the delivery of high-quality programs and services that align with PARC’s mission, vision, values, and strategic priorities.

RESPONSIBILITIES:

Leadership & Strategic Direction

  • Provide oversight and leadership for all member programming and services
  • Ensure alignment with PARC’s strategic plan, values, and goals
  • Contribute to the leadership team’s strategic and operational decision-making

Program Design & Delivery

  • Lead the development and evaluation of member programs and services
  • Oversee case management, Drop-In, employment, peer support, financial and housing programs
  • Ensure services are trauma-informed, equity-focused, and responsive to community needs

Staff Supervision & Support

  • Supervise and support program managers:
  • Manager of Housing Programing and Support Services
  • Manager of Employment & Special Projects
  • Manager of Collaborative Care
  • Manager of Member Programming and Services
  • And others as assigned
  • Promote a culture of collaboration, continuous learning, and care
  • Ensure teams have the tools and training required for effective service delivery

Risk Management & Compliance

  • Monitor quality and safety of programs
  • Ensure compliance with relevant legislation and funder requirements
  • Support incident response, program evaluation, and continuous improvement

Collaboration & Partnership

  • Work closely with departments including Housing, Health and Safety, Human Resources, and Finance
  • Build and maintain relationships with community partners, funders, and other stakeholders
  • Represent PARC publicly and champion the voices and experiences of members

QUALIFICATIONS:

  • Minimum post-secondary education from an accredited university or college combined with at least seven (7) years of not-for-profit leadership experience in a community mental health setting, or an equivalent combination of education and experience.
  • Minimum (5) years progressive leadership experience in a non-profit or community-based setting
  • Minimum of five (5+) years of supervisory experience, ideally in a unionized environment
  • Demonstrated experience in program design, delivery, and evaluation
  • Strong understanding of mental health, substance use, housing, and poverty-related issues
  • Proven ability to lead teams, manage competing priorities, and support staff in complex environments
  • Excellent interpersonal, communication, and conflict resolution skills
  • Familiarity with government contracts, funding requirements, and reporting is an asset
  • Degree in social work, psychology, sociology, or related field (master's preferred)
