Position Summary

The Director, Information Technology Operations leads the strategic vision and execution of all Information and Communication Technology (ICT) functions at BCHS. In partnership with the Chief Medical Information Officer, this role plays a critical part in advancing the organization’s digital health strategy, including the implementation of a new Health Information System (HIS).

This individual will oversee the development and integration of technologies such as virtual care, data standardization, artificial intelligence, and cross-sector interoperability—ensuring alignment with BCHS’s strategic goals. The Director is responsible for technical and data architecture across the organization, and will provide leadership, guidance, and direction on all ICT matters while upholding BCHS’s mission, vision, and values.

Primary Responsibilities

Strategic Leadership & Team Development

  • Build and lead a high-performing, future-ready digital health and IT operations team.
  • Attract, develop, and retain top talent; foster a culture of innovation, learning, and accountability.
  • Champion digital health transformation in alignment with BCHS’s mission and strategic plan.
  • Act as a senior advisor to executives on all ICT and digital strategy matters.

Digital Health Transformation & Innovation

  • Lead the design and execution of enterprise digital solutions that improve care delivery and operational efficiency.
  • Guide HIS implementation and broader clinical system transformations, ensuring seamless integration and usability.
  • Champion emerging technologies such as AI, virtual care, and automation to enhance clinical workflows and patient outcomes.
  • Collaborate with clinicians, operations, and external partners to drive innovation and technology adoption.

Technology Operations & Cybersecurity

  • Oversee day-to-day ICT operations, infrastructure, systems performance, data management, and vendor relationships.
  • Establish and enforce standards for architecture, software development, change management, and cybersecurity.
  • Ensure systems and processes meet privacy and legal requirements (e.g., PHIPA), and respond effectively to cyber threats.
  • Drive continuous improvement using ITIL best practices and key performance indicators (KPIs).

Project & Portfolio Management

  • Lead complex, multi-site technology projects from planning through execution, balancing competing priorities.
  • Monitor project performance, risk, financials, and vendor deliverables to meet timelines and budgets.
  • Provide regular updates to senior leadership; ensure alignment with clinical and operational needs.
  • Foster cross-functional collaboration and communication across departments and project teams.

Mandatory Qualifications

  • Master’s degree in Information Systems, Health Informatics, Computer Science, or a related field.
  • Minimum 7 years of progressive leadership experience in IT, ideally within healthcare or another regulated industry.

Preferred Assets

  • PMP designation or CHIMA certification.
  • Experience leading large-scale HIS implementation or digital transformation in a healthcare environment.
