Overview

We are inviting applications from experienced candidates to serve as our Director of Construction for the Ottawa Region (based in Kanata). This senior leadership role will lead the successful delivery of our Ottawa‑area ICI portfolio from preconstruction through turnover and will play a key role as a regional leader and client‑facing representative.

We are looking for a proven construction executive who combines exceptional technical judgment with people leadership and commercial acumen. The position is full‑time, offering a competitive salary as well as comprehensive retirement savings and health benefits (based on experience).

Responsibilities
  • Lead Ottawa‑region preconstruction: pursuit strategy, budgeting, schedule development, constructability/risk reviews, and value engineering for CM, DB and stipulated sum projects.
  • Build and maintain a qualified regional trade and supplier bench; drive competitive, complete scopes and disciplined buyout.
  • Engage with Ottawa‑area procurement platforms and associations (e.g., MERX, Biddingo, Chambers/industry groups); represent Bourgon in client and consultant forums to expand our footprint.
  • Oversee execution of multiple concurrent projects to contract requirements, OHSA/COR standards, QA/QC, schedule milestones, and cost targets.
  • Chair high‑impact OAC/coordination meetings as needed; remove roadblocks, arbitrate trade conflicts, and lead recovery planning when required.
  • Direct change management and claims strategy (scope validation, pricing, negotiation, documentation) on complex issues; escalate and resolve with executive support where appropriate.
  • Hire, onboard, and develop Ottawa‑based PMs/PCs/Site Superintendents; set clear expectations, coach performance, and build succession for a first‑class delivery team.
  • Model Bourgon’s safety‑first culture; ensure consistent site supervision standards, toolbox talks, inspections, and incident management.
  • Guide contract administration for owner and subcontractor agreements (CCDC/owner‑specific); ensure accurate SOVs, progress claims, holdbacks, and timely closeout.
  • Lead monthly cost‑to‑complete/WIP reviews with PMs and Finance; drive forecast accuracy, margin protection, and cash flow discipline.
  • Uphold Bourgon terms and subcontract frameworks; align scopes, change processes, and documentation requirements with company standards.
  • Ensure rigorous use of company tools (e.g., CMiC or equivalent), document control, RFI/submittal workflows, and KPI reporting across the Ottawa portfolio.
  • Standardize lookaheads, QA/QC checklists, and turnover/warranty procedures; capture lessons learned and institutionalize best practices.
Requirements
  • 15+ years progressive ICI experience with a General Contractor, including 5+ years in senior leadership delivering multi‑project portfolios (Project Director/Construction Manager/Operations leadership).
  • Deep knowledge of means & methods across trades; CPM scheduling; constructability; change/claims; and contract administration (CCDC/owner‑specific).
  • Demonstrable OHSA expertise; WHMIS 2015, Working at Heights, Supervisor H&S Awareness.
  • Proven ability to lead PMs, PCs, and Site Superintendents, build culture, and elevate performance across dispersed sites.
  • A civil engineering or building science education and related credentials (such as P.Eng., CET) are considered strong assets.
  • Valid Ontario G‑class driver’s license with clean abstract is required.
  • Established Ottawa‑region network (clients/consultants/trades) is required; bilingualism (English/French) is an asset; eligibility for federal security clearance is an asset.
