Job Summary

Reporting to the Assistant Vice President, IFR Services, the Director provides strategic direction and oversight for the Four (4) Major Tower-Terminal Operations which support the company’s strategic plan, including major Airspace Modernization projects.

The Director is accountable for the safe, cost effective, and efficient delivery and management of all air traffic services and airspace management of the 4 Major Towers and Terminals. This includes the planning, development, implementation, and maintenance of the operations, including all material, financial, and human resources.

The Director acts as a central communication point of focus with airport stakeholders, operations, and multiple project stakeholders.

*Possible Work Locations: Vancouver ACC or Tower, Edmonton ACC, Calgary Tower, Toronto ACC or Tower, Montreal ACC or Tower.

Language Requirements: Bilingual (English and French), in accordance with Civil Aviation Regulations and or Official Languages requirements in order to either provide services to clients, the Public and or, to supervise and provide services to employees in the official language of their choice.

In this role you will:

  • Partner with key stakeholders within Operations, and collaborate with other business units, users, and customers to proactively monitor/respond to customer needs and enhance efficiencies.
  • Plan, implement, and coordinate the strategic initiatives of the 4 Major Towers and Terminals to support Corporate and Operations’ strategic goals, leading to significant impact on the success of Operations and the long-term success of NAV CANADA.
  • Develop and maintain close and mutually beneficial relationships within the Operations Group, customers, internal and external stakeholders, establishing objectives, evaluating performance, and supporting learning & development.
  • Coach, mentor, and develop employees and managers to create a high performing and highly engaged team of professionals.
  • Oversee the establishment and execution of organizational strategies.
  • Be responsible for leading a team of managers and provide guidance and coaching as required.
  • Foster a high-performing culture by providing timely and constructive feedback related to performance as well as reviewing team deliverables and practices to ensure high-quality results.
  • Develop and maintain strong relationships, advocate for an engaged and motivated workforce, build skills to leverage capabilities of diverse groups of individuals, and maintain a collaborative and effective employee-relations working environment.
  • Be responsible for overseeing annual operating/capital budgets, determine financial requirements and administer their portion of the budget.
  • Commit corporate funds through the authority to negotiate, conclude, and manage professional resource contracts.
  • Ensure the responsible use of all resources and assets for the benefit of NAV CANADA; manage operating and capital expenditures in line with applicable budgets and approvals, and in accordance to stated company objectives and priorities.
  • Through managing the activities of 4 Major Tower and TCU operations, significantly impact Air Navigation System Operations while maintaining alignment in procedures for balanced customer service.
  • Formulate strategic direction for modernization of the Air Navigation System based on corporate business strategies and long-term customer and stakeholder requirements.
  • Collaborate with a broad base of stakeholders, champion new initiatives, and motivate the adoption of change.

Job Requirements:

Education:

  • Successful completion of secondary school.

Experience:

  • 10 years of progressive leadership positions in the industry.
  • Demonstrated delivery track record in a large, fast-paced, and complex enterprise environment.
  • Experience in planning and managing project/activities.
  • Experience in dealing with operational staff and end-users.
  • Experience in dealing with internal and external customers.
  • Experience in financial budgeting, forecasting, and reporting.
  • Significant experience managing a Major Terminal and/or Tower and experience as an Air Traffic Controller (Area, Terminal, or Major Tower) is considered an asset.
  • Experience in Operations is an asset.

Knowledge:

  • Advanced knowledge and understanding of the aviation industry.
  • Knowledge and understanding of the Canadian Air Navigation System and Air Traffic Management.
  • Advanced knowledge and understanding of the technical infrastructure of the Air Navigation System.
  • Knowledge of financial and accounting methods including budgeting practices.
  • Knowledge of Human Resources policies, procedures, and practices.
  • Good understanding of operational training needs and delivery.
  • Knowledge of ICAO and body of rules and regulations with emphasis on a designated FIR.

Working Conditions:

  • Travel is required in this role.
  • This position is subject to secret security clearance checks.
  • This position is based at one of the following major facilities: Vancouver ACC or Tower, Edmonton ACC, Calgary Tower, Toronto ACC or Tower, Montreal ACC or Tower, and is a hybrid position with a minimum 3 days per week onsite.
