Headquartered in Toronto, the Canada Infrastructure Bank (CIB) is responsible for investing in new infrastructure projects. The CIB’s mission is to work with provincial, territorial, municipal, federal, Indigenous and private sector investor partners to transform the way infrastructure is planned, financed and delivered in Canada.

Reporting to the Group Head, Strategy, the Director, Impact Measurement & Evaluation, is responsible for establishing clear and consistent approaches to identify, quantify and measure the impact outcomes of the CIB’s investments (e.g., GHG reduction, economic growth), including approaches to consider additionality, attribution and the risks of achieving impacts, within the CIB’s Investment Framework. This role will also develop and implement approaches to evaluate whether the planned impact outcomes were achieved, and incorporate lessons learned from these assessments.

This position requires a strategic thinker with a strong skillset in policy analysis. The successful candidate will have strong communication and interpersonal skills and will be comfortable to engage with senior leaders both internal and external to the CIB.

Your responsibilities include :

  • Set strategic direction for the Impact Measurement & Evaluation function at the CIB and develop a medium-term workplan
  • Recommend to the Board’s Portfolio and Impact Committee, Impact Measurement Standards that define how the CIB measures the public impact outcomes of its investments on each investment to support investment decision-making, transparency and accountability
  • Review and sign-off on the quantification of public impact outcomes in advance of consideration of the Investment Committee, including directing Technical Advisors where required
  • Strengthen the CIB’s ability to consider the additionality of the impact the CIB’s investments deliver and their ability to catalyze further ongoing benefits
  • Lead evaluation initiatives that assess whether the immediate measurable outputs of the investment achieved the long-term outcomes (e.g., if the CIB makes an investment in an energy storage project with the objective of reducing greenhouse gasses – to what extent did the project achieve those outcome)
  • Provide direction, oversight, coaching and development of the Impact Measurement and Evaluation team

Your ideal profile :

  • An undergraduate degree, with an advanced degree (e.g., MPA, MBA, Economics or equivalent) preferred
  • Strong policy acumen, with demonstrated aptitude for strategic, analytical and critical thinking
  • Background in public policy, impact measurement or economic analysis
  • Minimum 15 years of progressively senior roles in impact measurement and evaluation, public policy, or economic analysis in public sector, development finance or other similar institution
  • Demonstrated leadership, with ability to influence and build relationships
  • Comfortable communicating with high variety of levels and functions within large organizations
  • Bilingualism (English and French) is an asset (training can be provided)
