LAMP Community Health Centre is a multi-service, community based charitable organization that provides a wide range of programs and services to improve a person's health. LAMP uses a co-ordinated approach to connect people to medical services and other programs that build personal resources. By providing services that improve physical, emotional, social and economic well-being, people can better control their health and environment.
Job Summary
The Director, Human Resources and Operations will ensure the provision of high-quality human resources counsel/service and protocols to safeguard adherence to all relevant employment legislation. As a member of LAMP’s senior leadership team, the incumbent will contribute to the development and execution of LAMP’s strategic directions in a manner that reflects LAMP’s values, and is aligned with our mission and vision.
The Director, HR&O provides leadership in the design, development and provision of effective and efficient processes: Recruitment, Employee/Labour Relations, Compensation & Benefits, Organizational Development, Building Operations Management, and continuous quality improvement.
Primary Responsibilities
HUMAN RESOURCES
• Develops and implements processes to ensure organizational compliance with all relevant employment legislation
• Assesses, develops and implements initiatives to assure effective human resources operations in core areas: recruitment, labour/employee relations, compensation & benefits, health & safety and staff/organizational development
• Ensures effective functioning of the HR and Operations teams through supportive leadership, coaching, communication, and professional development
• Leads collective bargaining processes and oversees labour-management efforts for the Employer
• Provides strategic and proactive leadership, advice and guidance on labour/employee relations issues to foster a collaborative work environment and meet the evolving needs of the organization
• Counsels and/or coaches management on the administration, interpretation, application of related legislation, policies, procedures, including all aspects of learning and development, change management, performance management, performance improvement, discipline, and termination
• Research new and emerging trends identify best practices and areas for improvement and recommends changes to Senior Management
• Organize staff and supervisory training and development; identify training needs, and develop an annual training plan for the agency
• Lead the development, implementation, and monitoring of LAMP’s employee wellness program, adjusting as necessary
• Ensures ongoing monitoring, reporting, and mitigation of incidents in conjunction with the Joint Health & Safety Committee management team and relevant staff
• Evaluate HR and Operations key metrics and develop an action plan in response to identified areas of excellence and quality improvement
• Work closely with Finance and maintains understanding of OHRS reporting requirements
OPERATIONS
• Oversees purchasing of supplies, equipment, and furnishings, and ensure maintenance of inventory.
• Oversee the Supervisor of Facilities and Administration to ensure the effective maintenance of LAMP buildings and offices. Responsibilities include liaising with landlords as needed, reviewing estimates, selecting contractors, ensuring timely completion of repairs and renovations, and maintaining a high standard of cleanliness across all facilities
• Supervise the maintenance and further development of organizational manuals and policies ensuring appropriate input, adequate communication, and training
• Ensure relevant accreditation standards are met. Contribute to agency preparations for accreditation reviews.
FINANCIAL
• Provide accurate and timely record keeping, HR data management, and reporting of HR and Operations functions
• Develop the annual budget for the HR and Operations function, ensuring the necessary resources are identified for efficient and effective completion of work
• Monitor, manage, and report on financial status, as required, in a timely and accurate manner in accordance with financial policies and procedures
• Ensures that the proper monitoring and controls are in place to minimize errors, mitigate risk and negative consequences
• Participates in the allocation of resources for programs and services as required, and provides expertise and best advice on optimal allocation of resources
SENIOR MANAGEMENT ACCOUNTABILITIES
• Acts in accordance with, preserves and enshrines LAMP’s mission, vision and values in all areas of work
• Contributes to the development of the Strategic Plan with particular focus on Human Resources Management and Operational planning
• Ongoing monitoring, review and achievement of relevant strategic and operational objectives
• Provision of strategic thinking and direction on organization-wide approaches related to management, policy, and operations
• Provide leadership in relation to the annual budget planning, accreditation, strategic planning and evaluation, and business management improvement
• Develop and maintain relationships with relevant/diverse community partners, funders and ministries
• Ensures that LAMP programs and services are comprehensive, integrated, community-governed, accessible, anti-oppressive, population/needs-based, inclusive of the social determinants of health, and grounded in a community development approach
Required Qualifications
• University Degree in Human Resources, Business or equivalent work experience as recognized by LAMP
• Minimum of five (5) years progressively senior experience in a Human Resources function; preferably in a community-based health care setting
• Membership in HRPA with a minimum of a CHRP designation (CHRL is preferred)
• Demonstrated expert knowledge of Human Resources Management, relevant legislation and labour relations
• Ability to deal with sensitive, confidential information and documentation with discretion and tact.
• Experience in property and facility management
• Superior interpersonal skills and excellent conflict resolution abilities necessary to work effectively across all levels of the organization’s diverse workforce
• Excellent communication skills, both verbal and written, with the ability to clearly convey information and ideas
• Positive attitude and dependable with strong initiative and the ability to work both independently and in a team oriented atmosphere
• Demonstrated organizational and project planning abilities for multiple projects at the same time, with strong priority and time management skills
• Demonstrated flexibility working in a fast-paced environment, with solid assessment, trouble shooting and problem solving skills
• Solid coaching skills and experienced developing/delivering training programs
• Experience chairing meetings and facilitating group processes
• A valid driver’s license is an asset
• Knowledge of LAMP Community Health Centre, the South Etobicoke community, and/or a second language that is reflective of the community being served are all preferable assets
Proficiency in the Following Computer Skills
• Solid working knowledge and ability to navigate a PC windows environment, including shared drives.
• Strong skills and experience using Microsoft Word, Outlook, Excel, PowerPoint & Project Management. Skill & experience using Microsoft Publisher & Visio would be an asset.
• Strong skills and ability to easily navigate the internet/intranet environment.
• Ability to learn new software quickly and willingness to continuously develop technology skills.
• Knowledge and understanding of financial systems and process is an asset.
• Proficient at managing multiple projects at the same time.
Working Conditions
• The position will require some overtime, evenings and/or weekend work. For example, it is expected that all employees will participate in two agency events per year. These events maybe during the evening or on a weekend.
• Travel within the GTA will be required occasionally.
• All LAMP employees must model strong values and principles, and demonstrate respect for people of diverse backgrounds and perspectives.
• Employees must demonstrate understanding of and appreciation for the guiding fundamentals of LAMP: Inclusion, Health Promotion, Harm Reduction, and the principles of Community-based Practice.
Physical Requirements
• Frequent data entry, with extended periods of time sitting stationary in front of a monitor while keyboarding.
• Ability to balance all job requirements in a busy atmosphere, including responding promptly to all communication.
• Occasional standing for extended periods of time and some occasional lifting may be required.
• Demonstrates good and safe work habits, and maintains a clean working environment.
• Ensures that staff and clients are compliant with LAMP’s Health & Safety regulations and LAMP’s policies and procedures, including the immediate reporting of any breaches of Health & Safety or Environmental incidents, accidents or concerns to the Executive Director.
