Job summary

The Department of Transportation, Infrastructure and Energy in Charlottetown is seeking a senior manager to oversee the Highway Safety Division and its budget. You will serve as a strategy advisor to the Deputy Minister and Minister, guiding national and international highway safety initiatives and programs, licensing, vehicle registration, and related regulatory work.

This position manages the department's Highway Safety Division and its operating budget and serves as a strategy advisor to the Deputy Minister and Minister. It is a spokesperson, on behalf of the Department, to media, government and industry officials and the public regarding road safety matters. In addition, it is responsible for the development and administration of highway safety programs, driver licenses, carrier, vehicle registration and highway scales, and participates in national and international development and administration highway safety and commercial vehicle administrative programs.

Duties will include but are not limited to:

• Managing and supervising Divisional staff, conducting management meetings, conducting performance management and development meetings, setting goals, objectives and schedules.
• Preparing information for and advising the Minister and Deputy Minister; Preparing correspondence, press releases, memoranda for Treasury Board and Executive Council; Preparing background information for agendas for meetings, Executive Council and the Legislature, and reports, budgets, legislation and regulations.
• Reviewing, planning and formulating programs, including identifying problems and initiating program change in existing programs, and approving implementation strategies.
• Participating in provincial, national and international committees. Proposing and establishing strategies for policy position, particularly as the issues affect small jurisdictions.
• Preparing and presenting papers to safety groups, associations, transportation industry, safety or program agenda-related items;
• Participating in the Deputy Minister/Director's departmental management team, reviewing, identifying and directing department programs.
• Assisting in setting policy and coordinating department initiatives.
• Initiating new concepts in Divisional Management procedures, directed at providing increased efficient client services.
• Other related duties as required.

Minimum Qualifications

• Must have a relevant university degree from a recognized university plus extensive experience and high-level managerial skills in a regulatory environment;
• Course work and/or additional training related to the field of highway safety operations is an asset;
• Must have extensive knowledge in the area of program, policy and legislative development, implementation, and evaluation processes;
• Demonstrated equivalencies will be considered;
• Must have leadership experience in the promotion and development of new programs and initiatives for various road safety programs, licensing of drivers, and registering of vehicles;
• Requires excellent leadership and collaborative skills with an ability to plan and think strategically;
• Must have proven organizational skills, and well-developed skills in the areas of problem solving, decision making, oral and written communication and interpersonal relations;
• Must have considerable experience related to supervision of staff, including conflict resolution, performance evaluations, and staff development and training;
• Must have access to a reliable vehicle and an acceptable driving record;
• Must be proficient in applicable computer programs;
• The successful applicant must provide a current and satisfactory Criminal Records Check prior to beginning employment;
