Job description

WORK ILLUSTRATION:

Toronto Hydro is looking for a Director, Health & Safety to lead a high-performing safety team focused on driving cultural change and advancing a proactive, learning-based approach to health and safety. Reporting to the Vice President, Safety & Technical Development, you will oversee the development, implementation, and continuous improvement of health & safety programs and procedures. Leveraging your expertise in safety management system assurance, occupational health and safety, operational readiness, emergency management, and business continuity, you will ensure compliance with regulatory requirements while strengthening and evolving a culture of safety excellence across the organization.

The incumbent is expected to behave ethically and follow the established code of business conduct, policies, internal control procedures, laws, and regulations governing Toronto Hydro.

KEY RESPONSIBILITIES:
  1. Lead the operation and sustainment of a certified occupational health and safety management system aligned to organizational strategy, purpose, and values.
  2. Guide the development and execution of annual health and safety plans to strengthen safety culture and drive continual improvement.
  3. Oversee the development and maintenance of health and safety systems, policies, programs, and procedures to support performance.
  4. Inspire others and foster a learning culture by working with stakeholders to influence safety behaviors and embed safety into daily operations.
  5. Lead the incorporation of Human and Organizational Performance (HOP) principles into management system elements.
  6. Ensure occupational health and safety audits are scheduled and conducted per standards to verify conformance and drive improvements based on findings.
  7. Monitor and report on key performance indicators.
  8. Oversee contractor safety, WSIB return-to-work programs, and wellness initiatives, providing expert support for change management and training.
  9. Oversee incident investigations to ensure thorough, timely documentation that promotes positive safety leadership and effective corrective actions.
  10. Ensure legal compliance with all applicable legislation.
  11. Lead, develop, and provide oversight and expert advice to the safety team.
  12. Manage emergency management and business continuity frameworks to improve organizational resiliency, including planning, stakeholder management, testing, and training.
  13. Develop and maintain relationships with regulatory agencies and stakeholders to ensure compliance and best practices.
  14. Oversee the delivery of health and safety communications, training, and compliance initiatives.
REQUIREMENTS:
  1. Bachelor’s Degree in Occupational Health and Safety or equivalent experience.
  2. Canadian Registered Safety Professional (CRSP) preferred.
  3. Master of Safety or MBA an asset.
  4. Ten or more years of progressive safety management experience, preferably in utility, engineering, or construction industries.
  5. Experience with emergency management and business continuity; Certified Business Continuity Professional is an asset.
  6. Deep knowledge of EHS legislation, ISO 45001, and safety policies and procedures.

This position is based in a hybrid environment, requiring onsite presence Tuesday to Thursday, with remote work two days per week. Candidates should reside in Ontario within reasonable commuting distance.
