Director, Government Projects

Department: Executive
Reports To: CEO
Job Type: Full-time, Permanent

The Director ofGovernment Projects is responsible for the leadership, oversight, and strategicmanagement of all government-funded projects at RFNOW Inc. This role ensuresthe successful delivery of high-impact infrastructure projects that are fundedby federal or provincial agencies. The Director serves as the primary liaisonbetween RFNOW and funding bodies, providing governance, compliance oversight,and executive-level coordination to ensure projects are delivered on time, onbudget, and within regulatory guidelines.

Key Responsibilities
  • Lead theplanning, execution, and completion of large-scale government-fundedprojects across multiple departments.
  • Initiateand coordinate the creation of responses to government request forproposals and other funding opportunities.
  • Developand implement strategic frameworks to align project goals with RFNOW’scorporate objectives and the expectations of funding agencies.
  • Provideleadership to project teams, ensuring a culture of accountability,efficiency, and high performance.
  • Serve asthe primary point of contact for government agencies such as ISED and CIB.
  • Build andmaintain strong relationships with funding bodies, regulators, andexternal partners.
  • EnsureRFNOW remains compliant with regulatory bodies, such as CRTC by providingleadership on reporting
  • RepresentRFNOW at official meetings, audits, and compliance inspections.
  • Overseemultiple government-funded infrastructure projects, ensuring adherence toscope, schedule, and budget.
  • Monitorprogress against milestones and deliverables; identify and resolvepotential risks or deviations from the Contribution Agreement.
  • Provideregular status updates, escalation summaries, and strategicrecommendations to executive leadership.
  • Overseeproject budgets, forecasts, and cost tracking; approve major expenditureswithin scope.
  • Reviewand approve reports submitted to government agencies, including financialstatements, progress reports, and change orders.
  • Ensurethat all work complies with the terms and conditions of fundingagreements.
  • Ensureall projects meet legal, safety, and regulatory requirements, includingindustry and government standards.
  • Prepareand lead internal and external audits, compliance reviews, and projectassessments.
  • Developrisk mitigation strategies and contingency plans for critical issues.
  • Workclosely with internal teams including Construction, Engineering,Procurement, and Finance to align resources and schedules.
  • Facilitatecommunication between departments to eliminate barriers and improveexecution.
  • Provideleadership and mentoring to project coordinators and other direct reportsinvolved in government projects.
Qualifications& Experience
  • Bachelor’sdegree in Project Management, Business, Engineering, or a related field isan asset.
  • PMP orequivalent project management certification is preferred.
  • 8–10years of project management experience, with at least 3 years in a seniorleadership or director-level role.
  • Demonstratedexperience managing federally or provincially funded infrastructureprojects.
  • Strongunderstanding of telecommunications industry standards and regulatoryframeworks.
  • Proventrack record in managing cross-functional teams and complex stakeholderenvironments.
  • Proficiencywith project management software (ex. Microsoft Project, Primavera,Smartsheet).
  • Strongfinancial acumen, including budgeting, forecasting, and cost control.
  • Familiaritywith government procurement processes, contribution agreements, andcompliance protocols.
  • Exceptionalorganizational and leadership abilities.
  • Advancedwritten and verbal communication skills.
  • Strategicthinking and decision-making.
  • Conflictresolution and stakeholder management.
  • Highattention to detail, especially in regulatory reporting and documentation.
  • This is aremote position requiring occasional travel required to project sites andstakeholder meetings.
  • Must beable to work under pressure and manage multiple priorities.
