Position Summary :

The Director of Digital Health will provide leadership and expertise for the planning, implementation, and management of all aspects of digital health at Joseph Brant Hospital (JBH). Reporting to the Chief Information Officer (CIO) and working with medical, clinical and corporate leaders, the Director will lead the portfolio during an exciting time at the organization. Recognizing digital health as a priority, JBH is undertaking significant initiatives to refresh its digital health portfolio and become a leader in improving patient / family / caregiver and health care provider experiences through the use of technology and data. Digital health also includes supporting the Burlington Ontario Health Teams’ (BOHT) digital priorities at a community and health system level.

The Director will ensure the successful delivery of JBH’s digital health goals, support a team culture that is focused on excellence in service delivery and partnership, and be inspired by JBH values of compassion, accountability, respect, excellence and service. The ideal candidate will bring enthusiasm, respect for others, and a strong commitment to motivating the team and will contribute collaboratively and positively through well planned and informed decision making.

Responsibilities :

Digital Health Roadmap Development and Delivery

  • Work with the CIO, Chief Nursing and Allied Information Officer (CNAIO) and Chief Medical Information Officer (CMIO) on the development of JBH’s digital health roadmap. Support the development process by defining and documenting clinical service and business information needs and priorities through close collaboration with clinical and corporate services stakeholders.
  • Develop and maintain appropriate tools, processes, and indicators to measure and manage the success of the digital health roadmap and ensure that expected benefits are being delivered through implementation.
  • Develop and strengthen internal and external partnerships necessary to deliver effective, efficient, and innovative digital health services at JBH.
  • Manage the end-to-end implementation of digital health solutions and technologies required to deliver the digital health roadmap.
  • Assemble and direct project teams to execute implementation activities such as gathering clinical and technical requirements; conducting gap analysis; redesigning workflows and processes; managing technology procurement and integration, leading change management; and ensuring operational readiness.
  • Participate in regional and provincial digital health coordination and planning committees and working groups, including with Burlington Ontario Health Team (BOHT), Ontario Health West, and the Hamilton-Niagara Local Delivery Group, and other relevant forums.
  • Maintain frequent and close working relationships with clinical and corporate services management teams to ensure clinical needs are met and that digital health initiatives align with and advance JBH’s mission.
  • Maintain a strong knowledge of emerging global, regional, and local trends in digital health, and maintain a robust network of stakeholders to inform roadmap development and strategic planning.
  • Oversee the successful execution of the departmental annual operating and capital plans; establish annual financial goals and monitoring processes; and seek opportunities to improve financial outcomes while engaging staff in the process.
  • Establish and manage the departmental annual operating and capital budget, demonstrating fiscal responsibility by meeting budget targets.
  • Create business cases, explain variances, and analyze the costs and benefits of initiatives and programs.

Digital Operations

  • Responsible for leading and managing staff within the Digital Health department, including the Technical Services, Clinical Informatics, Data Management, and Project Management teams.
  • Establishes and operates internal processes and structures to support and enhance a team culture of excellence and collaboration.
  • Works with the CIO, CNAIO, CMIO, and department managers to define annual departmental objectives, performance metrics, and quality targets; manages the departmental scorecard, performance board, and team huddles to ensure alignment towards common goals.
  • Establishes and supervises plans to manage the lifecycle of digital health systems and infrastructure, ensuring that technology risks are proactively identified and addressed.
  • Ensures the support, maintenance, and renewal of existing digital infrastructure (software, hardware, network, etc.) to safeguard security, privacy, business continuity, and the development and implementation of new technical solutions.
  • Develops and manages relationships with technology vendors, hospital partners, and industry associations to stay current on emerging trends and best practices.
  • Oversees procurements, including the development of RFPs and participation in evaluation processes, for all aspects of digital infrastructure.
  • Develops and monitors backup and disaster recovery procedures; works with internal stakeholders to ensure adequate business continuity plans are in place.
  • Establishes and enforces policies and procedures to ensure the stable operation of all JBH digital systems.
  • Responsible for recruiting, hiring, training, and performance management and development of staff.
  • Ensures JBH maintains an effective cybersecurity posture, collaborating with internal and external partners to continuously improve cybersecurity maturity.

Qualifications :

  • University degree in a relevant field (Computer Science, Engineering, etc.). Master’s degree in a relevant discipline (Health / Business Administration, Organizational Leadership, Information Security, Data Science, etc.) is an asset.
  • A proven track record of 8 to 10 years of progressive information management / information technology experience, preferably in the healthcare industry.
  • Recent and significant experience in developing and maintaining effective service delivery partnerships; managing and leading multi-disciplinary teams of technology professionals; and implementing business transformations enabled through technology.
  • Advanced knowledge of information management, information systems, and information security concepts.
  • Solid knowledge of data management principles; proven ability to articulate the value of data in a healthcare organization; and ability to create strategies to manage and leverage data for impact.
  • Solid understanding of infrastructure technologies, data center technologies, networks, virtualization, and cloud, as well as current industry standards and practices.
  • Understanding of the steps required to implement a digital change end-to-end (e.g., from establishing good governance, to developing a business case, executing a procurement, developing and executing project and change management plans, completing agreements, and setting up operations and evaluations).
  • Strong foundation in understanding the digital health landscape in Ontario, including the various components of the health system across the continuum of care.
  • Excellence in communicating ideas to both technical and non-technical audiences.
  • Persuasive, positive, compassionate, and diplomatic, with strong conflict resolution skills.
  • Ability to collaborate and build relationships and partnerships with a wide variety of stakeholders.
