JOB SUMMARY:
The Office of the Chief Information Security Officer is a vital, mission-critical Division within the complex, multi-divisional and multi-stakeholder environment that is the City of Toronto. As the Director, Cyber Engagement, your role is to provide strategic leadership, direction and oversight in the establishment and sustainment of a City-wide cyber program to continuously improve the City’s cyber posture.
A details-focused yet strategically minded leader, you will lead and provide direction in the planning, development and implementation of proactive cyber strategies, processes, policies, standards, guidelines, and initiatives. You will oversee teams of cyber security experts responsible for managing all cyber requests across the City, its agencies, and corporations, ensuring alignment with strategic goals and the achievement of key outcomes. To drive the cyber security mandate forward, you will build relationships with diverse stakeholders and partners, promoting engagement and awareness while developing and implementing a comprehensive cyber security strategy. Throughout this process, you will uphold the highest standards of ethics, integrity, and accountability, maintaining the trust and confidence of City leaders, the Council, and its citizens.
Reporting to the Deputy Chief Information Security Officer, you will supervise the Manager Strategic Sourcing & Finance, Manager Strategic Transformation, and Manager Cyber Services Delivery. Your responsibilities will include leading the development, implementation, and maintenance of an enterprise-wide cyber security program that delivers and operationalizes world-class cyber security services across the City and its agencies and corporations. Establishing and monitoring service levels for the delivery of cyber security services from the Office of the CISO, you’ll collaborate with all segments to ensure quality of service.
Additionally, you will lead all procurement activities for the division, managing a multi-million dollar budget and ensuring all expenditures are controlled and maintained within approved budget limitations as per the City’s financial, capital, and operating budget processes. You will oversee the Cyber Project Management Officer and the Cyber Data Analytics functions, ensuring that these areas contribute effectively to the City’s overall cyber security and risk management strategies.
Leveraging your background in information security as well as senior management experience, you are well equipped to establish annual and long-range goals, review internal processes and activities to identify potential opportunities for improvement, and develop and implement policies and programs that make major changes in overall business performance.
You hold a post-secondary degree in Information Security or a related discipline, and you have extensive experience at a senior management level leading the development and maintenance of an enterprise-wide cyber security program in large municipal government organizations.
With a vast knowledge of current security standards and a readiness to research industry best practices, you possess an understanding of the cyber threat landscape. You also have a comprehensive understanding of the cyber security issues facing large government organizations and service planning challenges in a complex environment.
Equally important, you are a strong communicator with excellent negotiation and interpersonal skills. You have outstanding strategic, lateral thinking, planning, and problem-solving skills, and you have extensive experience preparing comprehensive reports and presentations for all levels.

A normal work week is 35 hours, however, unforeseen situation may require extended hours of work with little or no prior notice. In case of a cyber incident or breach, rotation shift, continuous extended hours may be required with little or no prior notice.
