Role Responsibilities

The Ministry of Treasury Board and Finance is looking for a Director, Corporate Financial Reporting.

Reporting to the Executive Director, this position leads the delivery of comprehensive financial reporting and advises to support the Government of Alberta (GoA) finance community and senior leadership in achieving government business plan goals and mandates. The Director oversees the preparation of GoA consolidated financial statements and other management reports to ensure government accountability and compliance with public sector accounting standards and GoA policies, while also meeting legislative requirements and other legislative reporting requirements. This position also provides overall direction and leadership to departments regarding corporate reporting policies, legislative requirements and governance, and establishes effective and efficient GoA processes and internal controls for monthly, quarterly and year-end reporting.

In addition, this position gives accounting advice on the development of the government's financial system (1GX) to ensure compliance with Public Sector Accounting Standards, government accounting/financial/operational policies and legislation. The position requires in-depth knowledge of master data elements in 1GX to meet the financial and budget reporting requirements and ensure efficiency and effectiveness within the requirements of the financial community and government legislation.

Job Responsibilities:
  • Oversee the preparation of Government of Alberta (GoA) consolidated financial statements and other management reports to ensure government accountability and compliance with public sector accounting standards and GoA policies, while meeting legislative requirements.
  • Ensure the government's monthly, quarterly and year-end financial reports and statements are in compliance with public sector accounting standards, GoA legislation and policies.
  • Provide overall direction and leadership to departments regarding corporate reporting policies, legislative requirements and governance, and establish standard GoA processes for monthly, quarterly and year-end reporting.
  • Support the team to provide ministries consistent financial reporting advice with the consideration of legislative requirements, budget, GoA policies and public sector accounting standards.
  • Give accounting advice on the development of the government's financial system (1GX) to ensure compliance with Public Sector Accounting Standards and government legislation.
  • Lead the team to provide corporate support to all ministries and deliver some GoA Learning & Development initiatives to the GoA finance community.
  • Support the team to develop training materials and deliver training within the Office of the Controller and to the GoA Finance Community, as required.
  • Create a respectful, trust, positive and healthy work environment for the team to share ideas, brainstorm solutions to issues and create more efficient processes to conduct business.
Qualifications

Required:

  • A professional accounting designation – Canadian Chartered Professional Accountant (CPA)
  • A University graduation in a field related to the position assignment, supplemented by seven years progressively responsible experience.
  • Knowledge of GoA accounting, financial and operational policies as well as understanding of financial reporting and disclosure processes.
  • Knowledge of public sector accounting standards and key government legislation.
  • Related experience or education may be considered as an equivalency on a one for one basis.

Assets:

  • Experience with leading a team of professionals and providing guidance to the team to deliver the desired results.
  • Knowledge of government strategic and policy directions as they relate to the Ministry's mandate and initiatives.
  • A strong working knowledge on the preparation of Government of Alberta consolidated financial statements and other management reports to ensure government accountability and compliance with public sector accounting standards and GoA policies.
  • Experience with providing overall direction and leadership to departments regarding corporate reporting policies, legislative requirements and governance, and establishing standard GoA processes for monthly, quarterly and year-end reporting.
  • Knowledge of the government's financial system (1GX) to ensure compliance with Public Sector Accounting Standards and government legislation.
  • Experience with providing ministries consistent financial reporting advice with the consideration of legislative requirements, budget, GoA policies and public sector accounting standards.
