This exciting position will serve as a Senior Project Contracts Manager on medium to large-sized EPC/EPCM projects and Operations Support

Day To Day Duties Include

  • Directs the development of all contracts management activities including, but not limited to, development overall project contracting strategy, development of individual contracts strategies, Request for Proposals, develop and effectively execute sound evaluation and award strategies, change management, contract management, develop claim prevention/mitigation program, and project close-out;
  • Perform senior level claim reviews, evaluations, negotiations and settlements;
  • Perform all Project Front-End activities including preparation of Flowcharts, processes, project set-up, system implementation, Activity Plans and Documentation and coordination Matrices.
  • Provides general and direct supervision to contracts management team;
  • Performs contracts management activities in accordance with general business acumen, corporate Fluor Operating System Requirements (OSR), and the established project and Contracts Management Plans, policies, and procedures;
  • Remains knowledgeable of business unit activity and keeps the SBU president’s direct reports informed concerning contracts management matters;
  • Responsible to develop Pre-Award milestones, weighting and set up contract management systems and establish basis for productivity and KPI’s measurement.
  • Oversee and manage Contract Management process on the project from Pre-Award, Post-Award through Close-Out in accordance with the Project Execution Plan (PEP) and Project Procedures Manual (PPM), including claims and back charges;
  • Support preparation of bid evaluation plans for large engineering, procurement, fabrication, and construction (EPFC) Request for Proposal (RFP) packages and participate in both technical and commercial bid evaluation; assist Project and Engineering Managers with preparing scope, schedule, and other technical documents for the RFP process;
  • Responsible for the quality of the Project RFP packages and Contract documents;
  • Manage interfaces with Project Management, Procurement, Engineering, Construction, Project Controls, Quality, HSE, Finance, and Joint Venture Partners;
  • Protect the Company’s and Client’s interests by enforcing warranties, mitigating risk, and providing oversight to project contract management team;
  • Responsible to review and perform Risk Assessments
  • Responsible to coordinate change management processes.
  • Responsible to perform Terms and Conditions Gap Analysis and Contractual interpretations.
  • Capable to manage Client’s T&Cs’ and provide best suggestions for optimizations
  • Capable of preparing Executive Summaries and Reports for Senior Management.

Additional Duties May Include

  • Provide functional support and guidance to Project Managers and contract professionals in the Vancouver Office.
  • Provide support to the Office Management by means of training, mentoring and coaching;
  • Preparing reports to Functional offices at corporate Level.
  • Participate in Senior Management Meetings and provide valuable feedback and demonstrated business acumen.
  • Provide proposal development support by way of preparing proposal write-ups, effort hour estimates and assist in strategic sales strategies supporting Contracts Management;
  • Formulate contracting strategy for individual contracts
  • Assess resource needs; prepare manpower and indirect estimates; develop and manage budgets for individual contracts
  • Participate in functional staffing review meetings and update staffing plans
  • Supervise and lead functional and/or internal audits
  • Review and approve award recommendations from a commercial aspect
  • Responsible for new staff onboarding
  • Responsible to develop and prepare career plan/growth from contract member.
  • Preparation of Budgets and training programs
  • Implementation of functional quality requirement systems and preparation of waivers as needed.
  • Other duties as assigned

Basic Job Requirements

  • Accredited four (4) year degree or global equivalent in applicable field of study and more than fifteen (15) years of work-related experience or a combination of education and directly related experience equal to more than twenty (20) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
  • Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
  • Job related technical knowledge necessary to complete the job
  • Demonstrate business acumen in Contracts Management, Claims and Dispute Resolutions
  • Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
  • Ability to attend to detail and work in a time-conscious and time-effective manner

Preferred Qualifications

  • Fifteen (15) years of contract management, subcontract administration, and procurement experience supporting engineering and construction projects.
  • Minimum 7-10 years of Contract Field experience in post-award, close out and Dispute Resolution fields.
  • Strong Leadership experience and a passion for coaching and mentoring
  • Experience developing negotiating contract terms and conditions specifically for contracts related to services, construction, engineering, materials and equipment installation
  • Broad understanding of the construction industry and contract language associated engineering, procurement, fabrication, and construction/construction management (EPFC/CM)
  • Experience with administering the Request for Proposal/Request for Quotation (RFP/RFQ) process for contractors on heavy industrial construction projects
  • Experience in accurately formulating multiple compensation structures including, but not limited to, reimbursable cost, lump sum, and unit price
  • Experience in creating Request for Proposal (RFP)/Contract packages and interfacing with multiple disciplines in their creation
  • Experience in creating Project Specific Contract Terms and Conditions by flowing down terms from the Prime Contract
  • Experience working with Project Management, Engineering, and Construction to develop a sound Project Execution Plan and Contract Plan
  • Experience in the Team Contract Management approach to contracting which includes each department being responsible for a portion of the RFP/Contracting process
  • Experience in formulating strategies for individual contracts
  • Excellent communication skills
  • Experience working on Mining and Metals project prefered

Salary Range

130,000 to 253,000

Market Rate

The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate’s qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.
