Qualifications

  • NVCI, ASSIST, and First Aid or willingness to obtain within six months.
  • 1–3 years in related social services with counseling experience.
  • Strong community partnerships and collaboration with agencies.
  • Non-profit leadership, HR knowledge, and service excellence.

Responsibilities

  • Assist Executive Director in developing and coordinating designated programs.
  • Oversee payroll input for supervised staff in Ultipro and hiring/training of CFS employees.
  • Liaise with community resources and encourage program involvement.
  • Ensure staff safety, incident reporting, and compliance with health and safety standards.
  • Monitor budget considerations and contribute to annual Community and Family Services program budgets.
  • Lead and coach teams to achieve organizational goals, and coordinate with external partners.

As a faith- and values-based organization, we hire and serve people of all backgrounds and walks of life - there is a place for everyone to belong here.Mission StatementThe Salvation Army exists to share the love of Jesus Christ, meet human needs and be a transforming influence in the communities of our world.Job Description:KEY Accountabilities:A member of Senior Management and Department Head Teams;Assist the Executive Director or designate in developing and coordinating the delivery of designated programs related to the Halifax Centre of Hope Community Services Program;Is responsible for clients and staff involved with CFS (Does PEAC);Oversees Open Arms Program and has weekly debriefing with Open Arms Program SupervisorOversees Volunteer Program for Halifax Centre of HopeEnsures Payroll for supervised staff is accurate and input into UltiproParticipates in hiring, orientating, training and evaluating of CFS employees;Liaises with community resources and encourage community involvement in programs.Monitors and ensures staff safety practices in compliance with health and safety.Standards, and prepares, submits and acts on incident reports; identifies proactive safety measures to the supervisor based on needs and concernsEnsures that staff maintains the security of the CFS worksite.Provides statistical and evaluative information to management levels when required.Weekly debriefing with the Executive Director or designate as needed;Daily debriefing with CFS staff when possibleOn Call (must be available for emergencies)Foster Teamwork – Work cooperatively and effectively with others to set goals, resolve problems, make decisions that enhance organizational effectiveness;Lead – Positively influences others to achieve results that are in the best interest of the Organization;Network with Non-Salvation Army Agencies, Government and Community Service Providers to coordinate resources for the clients/residents and programs;Performs other duties as assigned.FINANCIAL AND MATERIALS MANAGEMENT:Involved during annual budget preparations as it regards the Community and Family Services Program Budget; As a member of senior management would have say in final budget submission.Working Conditions:The incumbent’s work environment is typically at work sites within various residential or community settings. The incumbent will work under the following disagreeable conditions: dealing with angry and abusive people, verbal abuse, odours, and exposure to drugs and alcohol.Ability and willingness to undergo applicable screening and background checks successfully that are satisfactory to The Salvation Army, in its sole discretion.Education and experience Qualifications:Ordained Minister with The Salvation Army and/Or Lay person with training in the Social Services Field is preferred;Completion of University degree – (eg. BSW, B.A, B.Sc, B.Sc.N. or equivalent of education and experience;Non-violent crisis intervention (NVCI), Suicide Intervention (ASSIST), Standard First Aid or a commitment to secure those requirements within six months of being hired.Experience and Skilled Knowledge RequirementsOne year to three years of prior related experience, including experience with direct counseling in an applicable social service field;Strong understanding of community development and a demonstrated ability to create and foster strong relationships with community partners resulting in mutually beneficial collaboration.Knowledge of community-based resources, Salvation Army programs and resources and experience networking with government and social service agencies.Committed to service excellence with a base knowledge of human resource management, and leadership principles as they relate to non-profit organizations; able to lead, coach, inspire, and motivate teams to reach their full potential, thus enhancing organizational effectiveness.Able to establish and maintain positive working relationships with others, both internally and externally, with effective negotiation skills and a non-judgmental approach, as well as the ability to work in a consultative, diplomatic, and tactful manner.Strategic thinker: able to see ‘the big picture’, develop effective plans/strategies and evaluate their effectiveness in order to improve operations and programs and source new opportunities.Effective analytical, problem solving and evaluation skills with an ability to investigate and initiate corrective action in order to successfully resolve problems, issues, and conflict.Competency in making and implementing effective decisions with strong organizational, interpersonal, time management and communication skills, both oral and written.Demonstrate a high level of integrity, good judgment, and maintain appropriate professional boundaries and confidentiality.Demonstrated understanding of, and compliance with, all relevant federal and provincial legislation, e.g., the Employment Standards Act, Human Rights Act, Occupational Health and Safety, WHIMIS, Ministry of Labour, etc.Demonstrated skills/knowledge of Funding/Grant submissions/programs.Knowledge of current community challenges and opportunities relating to the mission of the organization.Compensation:The target hiring range for this position is $73,361.60 to $91,707.20 with a maximum of $110,032.00.Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.The Salvation Army will provide reasonable accommodation upon request.
